Navdeep Bains: With regard to the Employee Innovation Program: (a) how many submissions have been received since the launch of the program; (b) what recommendations were made; (c) in which departments were the submissions made; (d) what is the status of these submissions; (e) how many of these submissions have been acted on by the government and, in each case, how has it been acted on; (f) how much money has the government saved because of this program; (g) have any of the adopted initiatives put forward through the program cost the government more money than the costs that would have been incurred had the changes suggested by the initiative not been adopted and, if so, what were those initiatives and their costs; (h) how many different employees have made submissions; (i) how many employees currently work on this program and what are their titles, roles and responsibilities; (j) what is the cost of this program for each of the budget years for which it has been announced; (k) how much did the program cost to set up; (l) does the government plan to extend the program; (m) who will review the program; and (n) what is the evaluation process for the program?

Le règlement proposé tente d’accomplir l’harmonisation des règles de droit applicables à l’ensemble des obligations civiles et commerciales, de nature contractuelle ou non contractuelle, amorcée par la Convention de Rome de 1980 sur le droit applicable aux obligations contractuelles - qui a fait l’objet d’une proposition adoptée par la Commission en décembre dernier en vue de sa modernisation et de sa transformation en règlement. La proposition de règlement vise aussi et plus particulièrement à compléter le règlement (CE) n° 44/2001 du 22 décembre 2000 («Bruxelles I») concernant la compétence internationale des tribunaux, afin d’établir un ensemble complet de règles de droit international privé applicables aux affaires civiles et commerciales au niveau communautaire.
The proposed Regulation completes the harmonisation of the applicable law rules in the area of civil and commercial obligations as a whole, whether contractual or non-contractual in nature. This started with the 1980 Rome Convention on the law applicable to contractual obligations – in respect of which the Commission has adopted a proposal to modernise it and transform it into a Regulation in December 2005- and in particular to complement the Regulation (EC) No 44/2001 of 22 December 2000 (“Brussels I”) on international jurisdiction of courts.

The proposals adopted today are: (a) for a Council Regulation concerning the prohibition on the use, in livestock production, of B-agonists substances and of certain substances having a hormonal action, and a thyrostatic action, and revoking Directives 81/602/EEC, 88/146/EEC and 88/299/EEC (b) for a Council Regulation concerning the control measures in relation to certain substances and their residues in live animals and in animal products, and revoking Directives 85/358/EEC and 86/469/EEC.

Context and content of the proposal This proposal, adopted by the Commission on 4 May, is in line with the strengthening of Community cooperation on civil protection called for by the Council and the representatives of the Governments of the Member States, meeting within the Council, in the resolution of 31 October 1994.
