7. La Commission accorde une attention particulière aux projets transnationaux lorsque la coopération transnationale est essentielle en vue de garantir la réalisation des objectifs en matière de protection de l'environnement et de climat, et fait en sorte que 15 % au moins des ressources budgétaires destinées à des projets soient allouées à des projets transnationaux.
7. The Commission shall have special regard to transnational projects where transnational cooperation is essential to guarantee environmental protection and climate objectives, and shall endeavour to ensure that at least 15 % of the budgetary resources dedicated to projects are allocated to transnational projects.

6. Si la somme de cofinancement nécessaire pour le financement de projets, autres que des projets intégrés, qui sont présentés par un État membre et qui figurent sur la liste établie par la Commission à la fin de la procédure de sélection est inférieure à la dotation indicative prévue pour cet État membre, la Commission, sous réserve que les conditions visées aux paragraphes 1 et 2 soient remplies, utilise le solde de cette allocation nationale indicative pour cofinancer les projets présentés par d'autres États membres, hormis les projets dans les PTOM, qui apportent la plus grande contribution à la réalisation des objectifs généraux énoncés à l'article 3.
6. If the sum of co-financing that is necessary for funding projects, other than integrated projects, that are submitted by a Member State, and that are on the list compiled by the Commission at the end of the selection procedure is less than the indicative allocation for that Member State, the Commission shall, subject to the conditions laid down in paragraphs 1 and 2 being met, use the balance of that indicative national allocation to co-finance those projects submitted by other Member States, excluding projects in OCTs, that make the greatest contribution to the achievement of the general objectives set out in Article 3.

Taking into account experience under the Community scheme, it should be possible to issue allowances in respect of projects that reduce greenhouse gas emissions, provided that these projects take place in accordance with harmonised rules adopted at Community level and these projects would not result in the double-counting of emission reductions or impede the extension of the scope of the Community scheme or the undertaking of other policy measures to reduce emissions not covered by the Community scheme.

7. Lorsque des parties de projets d'intérêt commun se situent sur le territoire de pays tiers, la Commission peut, en accord avec les États membres concernés, faire des propositions, le cas échéant dans le cadre de la gestion des accords entre la Communauté et ces pays tiers, et conformément aux dispositions du traité sur la Charte de l'énergie pour les pays tiers signataires de ce traité, pour que ces projets soient également reconnus d'intérêt réciproque par les pays tiers concernés, en vue de faciliter leur réalisation.
7. Where parts of projects of common interest are situated within the territory of third countries, the Commission may, by agreement with the Member States concerned, put forward proposals, where appropriate within the framework of the management of the agreements between the Community and those third countries and in accordance with the Energy Charter Treaty in respect of third countries which are signatories to that Treaty, for the projects also to be recognised as of reciprocal interest by the third countries concerned, in order to facilitate their implementation.

In its Opinion of July 1997, the European Commission expressed the view that full transposition of the environmental acquis in Slovenia could be expected in the medium term, if current plans for new framework and secondary implementation legislation were realised and if the National Environmental Action Programme and environmental accession strategy were rapidly adopted.
