Le financement du programme EMRP prévoit notamment l’engagement d’accorder à tous les participants admissibles à des projets EMRP sélectionnés un financement provenant des budgets nationaux affectés à l’EMRP et celui d’apporter une contribution en liquide à un pot commun destiné au financement de bourses destinées aux chercheurs, selon des quotas proportionnels aux budgets alloués aux projets EMRP, tout en couvrant la totalité des frais d’exploitation de l’EMRP.
Financing of the EMRP shall involve in particular the commitment to contribute to the funding of participants in selected EMRP projects from the national earmarked EMRP budgets, and providing a ‘cash’ contribution, with quotas in proportion to the earmarked EMRP budgets, to a common pot to fund researcher grants, whilst fully funding the running costs of the EMRP.

Financial integration implies that the participating States effectively commit to contribute to the financing of the EMRP by providing national funding to all eligible participants in selected EMRP projects from the national earmarked EMRP budgets, if necessary by drawing on the reserve funding capability amounting to 50 % of such budgets, and by providing a ‘cash’ contribution to a common pot to fund researcher excellence and mobility grants, whilst fully funding the running costs of the EMRP.

Les projets EMRP sont sélectionnés et les bourses pour chercheurs attribuées à la suite d’appels à propositions respectant les principes relatifs à l’égalité de traitement, à la transparence, à l’évaluation indépendante, au cofinancement, à l’absence de profit et à la non-rétroactivité, visés à l’article 112, paragraphe 1, du règlement financier, figurant à l’annexe I de la présente décision.
3. The EMRP projects shall be selected and the researcher grants awarded following calls for proposals respecting the principles of equal treatment, transparency, independent evaluation, co-financing, funding not giving rise to profit and non-retroactivity referred to in Article 112(1) of the Financial Regulation, set out in Annex I of this Decision.

Les projets EMRP sont sélectionnés et les bourses pour chercheurs attribuées à la suite d’appels de propositions respectant les principes relatifs à l’égalité de traitement, à la transparence, à l’évaluation indépendante, au cofinancement, à l’absence de profit et à la non-rétroactivité, décrits à l’annexe I de la présente décision.
