Definition: States of subjective distress and emotional disturbance, usually interfering with social functioning and performance, arising in the period of adaptation to a significant life change or a stressful life event. The stressor may have affected the integrity of an individual's social network (bereavement, separation experiences) or the wider system of social supports and values (migration, refugee status), or represented a major developmental transition or crisis (going to school, becoming a parent, failure to attain a cherished personal goal, retirement). Individual predisposition or vulnerability plays an important role in the risk of occurrence and the shaping of the manifestations of adjustment disorders, but it is nevertheless assumed that the condition would not have arisen without the stressor. The manifestations vary and include depressed mood, anxiety or worry (or mixture of these), a feeling of inability to cope, plan ahead, or continue in the present situation, as well as some degree of disability in 9the performance of daily routine. Dans le secteur du gaz, le mécanisme pour l'interconnexion en Europe soutiendra des projets d'infrastructure importants pour deux États membres insulaires.
In the gas sector, the Connecting Europe Facility will support infrastructure projects important for two island Member States.

La plupart des projets ISPA sont couverts par l'annexe I (exigeant une évaluation de l'impact sur l'environnement (EIE) pour être mis en oeuvre) ou par l'annexe II (exigeant des autorités nationales qu'elles assument la responsabilité de décider si cette évaluation est nécessaire, sur la base de certains critères de la directive EIE. La consultation de la population concernée ainsi que des autorités environnementales compétentes constitue un élément important de la procédure EIE. Le principal objectif est de garantir, de manière transparente, que les aspects liés à l'environnement sont pris en compte lors de la procédure d'autorisation de mise en oeuvre des projets d'infrastructure. Au cours de la première année de fonctionnement de l'ISPA, la Commission a apporté son concours pour assurer le respect de certaines normes minimales à cet égard.
Most ISPA projects are covered by Annex I (requiring an environmental impact assessment (EIA) to be carried out) or by Annex II (requiring the national authorities to take the responsibility for deciding if an EIA is required, on the basis of certain criteria) of the EIA Directive. One important element of the EIA procedure is consultation with the population concerned and with the relevant environmental authorities. The main purpose is to ensure, in a transparent manner, that environmental aspects are taking into account during the development consent procedure of infrastructure projects. In the first year of the operation of ISPA, the Commission has assisted in ensuring certain minimum standards in this respect.

Eu égard à l’objectif général de veiller à un environnement réglementaire favorable aux investissements, et compte tenu du fait que les actifs d’infrastructure affichent des taux de défaut et de recouvrement importants et dès lors que le financement de projets d’infrastructure peut être perçu comme un moyen de diversifier les portefeuilles d’actifs des investisseurs institutionnels, il convient de réexaminer l’approche que la législation prudentielle de l’Union actuellement en vigueur réserve aux investissements dans les infrastructures.
In light of the general aim of ensuring a regulatory environment conducive to investments, and in light of the fact that infrastructure assets have a strong default and recovery record and that infrastructure project finance can be seen as a means of diversifying institutional investors' asset portfolios, the treatment of infrastructure investments, as currently provided for in relevant Union prudential legislation, should be re-examined.
