PROJETS ELIGIBLES Les concours du Fonds peuvent porter sur : - les projets concernant l'environnement propres à faciliter la réalisation des objectifs visés à l'article 130r du Traité, y compris les projets issus de mesures adoptées en application de l'article 130/S du Traité; - les projets d'infrastructure de transport contribuant à la réalisation des objectifs de l'article 129/B du Traité et compatibles avec les priorités et les orientations de la Communauté, en particulier les projets qui seront mis en oeuvre conformément à l'article 129/C du Traité; - les études préparatoires et les actions de soutien technique en relation avec les projetsz éligibles.
ELIGIBLE PROJECTS The Fund may provide support for: - environmental projects, contributing to the achievement of the objectives of Article 130r of the Treaty, including projects resulting from measures adopted pursuant to Article 130s of the Treaty; - transport infrastructure projects which contribute to the achievement of the objectives of Article 129b of the Treaty and are consistent with Community priorities and guidelines, in particular those which will be implemented pursuant to Article 129c of the Treaty; - preparatory studies and technical support measures, related to eligible projects.

Cela étant, la Communauté prévoit déjà des moyens considérables pour la réalisation d'infrastructures et de réseaux transeuropéens, comme en témoignent les trois exemples ci-dessous: - le FEDER a financé, entre 1975 et 1988, 3.354 projets d'infrastructures pour un montant d'environ 20 milliards d'ECUS; le doublement de la dotation du FEDER pour la période 1989 - 1993 donne une idée des possibilités offertes aux régions éligibles pour la mise en place de réseaux; - la Banque européenne d'investissement a octroyé, entre 1985 et 1989, des prêts totalisant 6.702 MECUS à des projets d'intérêt communautaire dans les secteurs des transports, des télécommunications et du transport d'énergie, soit 53 % des interventions de la Banque au titre de projets dits d'intérêt commun ou 16 % de l'ensemble des prêts consentis par la BEI pendant cette période; - l'adoption du programme-cadre de recherche et développement technologique pour la période 1990 - 1994 offre une base juridique et des orientations financières pour la promotion de services télématiques transeuropéens et de réseaux de formation avec une action relative aux systèmes télématiques d'intérêt général, dotée d'une enveloppe prévisionnelle de 380 MECUS, et une autre relative à la mobilité et aux réseaux de chercheurs (493 MECUS).
The Community is, however, already devoting considerable resources to the implementation of trans-European infrastructures and networks, as the following three examples show: - between 1975 and 1988, the ERDF provided approximately ECU 20 billion towards the financing of 3 354 infrastructure projects; the doubling of ERDF funds for the period 1989-93 gives an idea of the possibilities open to regions where networks can be installed; - between 1985 and 1989, the European Investment Bank granted ECU 6 702 million in loans for projects of Community interest in the transport, telecommunications and energy-transmission sectors, i.e. 53% of the Bank's financing of "projects of common interest" or 16% of all the loans it granted during that period; - adoption of the framework programme for research and technological development for the period 1990-94 provides a legal basis and financial guidelines for promoting trans-European electronic data transmission (EDT) services and training networks, with a project on EDT systems in the general interest, which has an estimated budget of ECU 380 million, and another project concerning research networks and the mobility of research workers (ECU 493 million).
