9. Calls on the Commission and the VP/HR to set up a comprehensive framework for the external dimension of the Energy Union, with a specific focus on the promotion of strategic partnerships with energy-producing and transit third countries, in particular within the European neighbourhood and with regard to enlargement policies, based on shared common values; this should take into account the current state of regional cooperation and the planning and development of major strategic infrastructure projects and rapid mobilisation of funds for existing ones, including developing alternative routes and energy suppliers for those Member States currently dependent on a single supplier and those identified as energy islands; highlights the importance of the energy partnership with southern Mediterranean and Eastern Partnership countries and considers it should occupy a relevant place in the ongoing review of the European Neighbourhood Policy; stresses that extending energy infrastructure as well as energy governance legislation into the European Energy Community will contribute to greater stability and an improved investment environment in the EU’s immediate vicinity;

17. est sceptique quant à l'hétérogénéité des objectifs du volet «Capacités» et des difficultés qui en découlent, notamment en matière de coopération internationale et de progression quant aux grandes infrastructures de recherche (ESFRI); considère que des actions en faveur des PME et des PME innovantes sont clairement nécessaires et demande à la Commission de préserver, au minimum, ces actions et le budget qui leur est associé, tout en prenant des mesures pour améliorer leur mise en œuvre; estime que les projets «infrastructures», ERA-NET, ERA-NET+ et les initiatives se basant sur l'article 185 remplissent leur rôle visant à structurer l'Espace européen de la recherche (EER);

Voices concerns regarding the heterogeneous nature of the objectives of the ‘Capacities’ chapter and the difficulties that result, notably with regard to international cooperation and the progress on the major Research Infrastructures (ESFRI); considers that there is a clear need for actions in favour of SMEs and innovative SMEs and calls on the Commission to at least maintain these actions and the budget associated with them, while taking steps to improve their implementation; considers that the ERA-NET and ERA-NET+ ‘Infrastructure’ projects and the initiatives based on Article 185 fulfil their role aimed at structuring the European Research Area (ERA);

6. souligne le lien fondamental entre le bon fonctionnement des infrastructures et la prospérité d'une région touristique, et demande dès lors aux autorités compétentes d'établir des plans d'optimisation des infrastructures locales dans l'intérêt tant des touristes que des résidents locaux; à cet égard, recommande vivement aux États membres côtiers de prendre toutes les mesures nécessaires pour s'assurer que les nouveaux projets visant à améliorer les infrastructures, notamment les raffineries de pétrole et les autres installations, soient toujours construits en utilisant les technologies les plus modernes, afin de réduire l'utilisation d'énergie et les émissions de carbone et d'améliorer l'efficacité énergétique en ayant recours à des sources d'énergie renouvelables;

Highlights the fundamental link between a well-functioning infrastructure and a successful tourist region, and thus calls on the competent authorities to draw up plans for optimising local infrastructure, for the benefit of both tourists and local residents; in this light, strongly recommends that coastal Member States take all measures necessary to ensure that new projects improving infrastructure, including oil plants and other facilities, are always built using the latest available technologies, in order to ensure the reduction of energy use and carbon emissions and improve energy efficiency through the use of renewable energy sources;
