There has been two and half years of filibustering in the House, two and a half years of wasted time and opportunity for us to be able to capitalize on the great infrastructure of the Panama Canal, as well as the opportunities for our agriculture sector and many others.

12. réaffirme vigoureusement, tout en demandant que des progrès soient accomplis dans l'élimination des autres obstacles décelés par le rapport Giovannini sur la compensation et les règlements transfrontaliers dans l'Union européenne de novembre 2001, la nécessité d'améliorer les infrastructures de post-marché dans la perspective tant de la transparence des prix que de la concurrence, mais aussi de l'intérêt public dans la compensation et la sécurité des règlements; se félicite des progrès réalisés dans l'application du code de conduite qui satisfera ces objectifs et qui appuiera également l'article 34 de la MiFID faisant obligation aux bourses de fournir à tous leurs utilisateurs la possibilité de désigner le système de règlement selon lequel ils souhaitent assurer le règlement de leurs transactions, dans le cas de transactions sur actions transfrontières; a l'intention de surveiller étroitement, dans ce cadre, l'évolution entourant le code de conduite et le projet "Target 2 Securities", en mettant l'accent sur la gouvernance et la supervision nécessaires pour traiter les conflits d'intérêts; invite le Conseil et la Commission à lancer sans plus tarder les initiatives nécessaires à l'abolition complète des obstacles liés au contrôle du secteur public en liaison avec les barrières juridiques et fiscales détectées dans le rapport Giovannini, ainsi que celles qui existent dans les domaines qui ne sont pas couverts par le code de conduite;
12. while calling for progress in removing the other barriers identified in the Giovannini Group's report on Cross-Border Clearing and Settlement Arrangements in the European Union of November 2001, strongly reiterates the need to improve the post-trading infrastructure both with a view to price transparency, and competition as to the public interest of clearing and settlement security; welcomes the progress being made in implementing the Code of Conduct which will deliver those aims and which will also support Article 34 of MiFID, requiring stock exchanges to provide all their users with the option of designating the settlement system with which they wish to settle their transactions in the event of cross-border share transactions; intends closely to scrutinise the developments surrounding the Code of Conduct as well as the TARGET2 Securities project in this context, emphasising the governance and supervision needed to cope with conflicts of interest; calls on the Council and the Commission to launch, without further delay, the initiatives required to remove completely the obstacles under the control of the public sector, relating to the legal and fiscal barriers identified in the Giovannini Group's report and in the areas not covered by the Code of Conduct;

Par cette communication, la Commission veut répondre à ces trois défis et elle se pose quatre objectifs concrets: primo, le renforcement de la sécurité d’approvisionnement de l’Union mais aussi de nos voisins; secundo, l’extension des bénéfices du marché intérieur de l’énergie de l’Union élargie à une Europe dépassant nos frontières; tertio, la promotion de la modernisation des systèmes énergétiques dans les pays qui nous entourent; et quarto, la promotion de la réalisation de projets d’infrastructures énergétiques qui répondent aux intérêts stratégiques de l’Union.
By means of this Communication, the Commission intends to respond to these three challenges and proposes four specific objectives: firstly, increasing the European Union’s security of supply, but also that of our neighbours; secondly, to extend the benefits of the enlarged Union’s internal energy market to a Europe beyond our borders; thirdly, to support the modernisation of energy systems in the countries surrounding us; and finally, to promote the implementation of energy infrastructure projects which correspond to the Union’s strategic interests.
