It provides a much-needed level playing field at the Union's level, and will allow recovery of the internal and external costs of the use of the TENs road network. It will allow Member States, when adopted, to impose extra charges in some sensitive bottlenecked areas in order to finance alternative sustainable infrastructures (for example, estimates suggest that between 30 to 40% of the costs associated with the proposed Brenner Tunnel could be met using revenues from the mark-up allowed under the proposed Eurovignette rules). Finally, providing a clear and co-ordinated strategic vision of these infrastructure projects will help potential investors to determine the expected return on their investment, be it in the cross-border segment itself, in national segments of a TENs priority corridor, or in other connected infrastructures.

La mise en œuvre de ce volet comprend par conséquent la mise en place d’un mécanisme financier multisectoriel et multibénéficiaires pour les projets d’infrastructure qui aidera les institutions bénéficiaires au niveau national, régional et municipal à préparer et mettre en œuvre les projets d’investissement dans l’infrastructure financés par les institutions financières internationales et/ou d’autres bailleurs de fonds.
The implementation of this strand will thus include the setting up of a multi-sector multi-beneficiary Infrastructure Projects Facility, which will support Beneficiary institutions at national, regional and municipal level to prepare and implement infrastructure investment projects financed by International Financial Institutions and or other donors.

JASPERS (Joint Assistance in Supporting Projects in European Regions/Assistance conjointe à la réalisation de projets dans des régions d’Europe) aidera les autorités nationales et régionales à concevoir des projets d’infrastructure ambitieux, tandis que JEREMIE (Joint European Resources for Micro to Medium Enterprises/Ressources européennes communes pour les micro et moyennes entreprises) améliorera l’accès au financement des micro et moyennes entreprises.
JASPERS (Joint Assistance in Supporting Projects in European Regions) will help the national and regional authorities to prepare large infrastructure projects while JEREMIE (Joint European Resources for Micro to Medium Enterprises) will improve access to finance for micro to medium-sized enterprises.

The study will assess the approach to be followed in developing the technical infrastructure of SIS II. It will also specify a feasible timetable for installation of the system, help to identify steps necessary to reduce or eliminate any risks involved in implementation, check the conditions necessary for successful completion of the project within the deadlines given, and analyse a network solution for SIS II and its cost.

In the first place, investment in major infrastructure will help Greece reduce the extent of its remoteness and promote internal integration, thereby creating the climate required for productive investment which will generate income and jobs. As far as major projects are concerned, between 1994 and 1999 assistance from the CSF should enable Greece to build a north-south motorway link between Patras, Athens and Thessaloniki (the "Pathe" corridor) and an east-west link from the Turkish border to Thessaloniki and Igoumenitsa (the "Egnatia" corridor), improve the rail network, complete the natural gas project and finish the Athens underground system.
