Definition: States of subjective distress and emotional disturbance, usually interfering with social functioning and performance, arising in the period of adaptation to a significant life change or a stressful life event. Les priorités concernant la programmation de 2001 restent les mêmes qu'en 2000 : il s'agit de présenter au comité de gestion des projets de qualité afin d'atteindre le pourcentage médian de la dotation nationale, arriver à un équilibre entre projets concernant l'environnement et concernant le secteur des transports, de même qu'entre le rail et la route.
