Aux termes de la proposition de la Commission, BONUS devrait être mis en œuvre en deux phases distinctes: une phase stratégique initiale, d'une durée de deux ans, au cours de laquelle des plateformes de consultation appropriées à la participation active des acteurs seront créées, un agenda stratégique de recherche sera préparé et les modalités précises de mise en œuvre seront développées; elle sera suivie d'une phase de mise en œuvre, d'une durée minimale de cinq ans, au cours de laquelle seront lancés au moins trois appels conjoints à propositions en vue de financer des projets BONUS stratégiquement ciblés poursuivant les objectifs de l'initiative.
According to the Commission proposal, BONUS should be implemented in two distinct phases ("two phase structure"): an initial strategic phase, lasting two years, during which appropriate consultation platforms for active stakeholder involvement will be set-up, a Strategic Research Agenda prepared, and precise Implementation Modalities will be further broadened; followed by an implementation phase of a minimum of five years, during which a minimum of three joint calls will be launched in view of funding strategically targeted BONUS Projects specifically addressing the objectives of the initiative.

Encourages the Commission, the European Investment Bank (EIB) and the participating countries to fully exploit the possibilities available under the newly established European Fund for Strategic Investments (EFSI) to finance projects in the region which would create added value, promote sustainable development and economic and social cohesion, spur growth and increase employment at the macro-regional level and contribute to achieving the objectives of the Europe 2020 strategy; in this context, encourages the provision of ‘bonus points’ to macro-regional projects in the project selection phase due to their inherent transnational nature;

Taking account of proposals by the Secretariat, the Steering Committee shall decide on the strategic orientation of BONUS, including the decisions on defining and updating BONUS, on the planning of calls for proposals, on the budget profile, on the eligibility and selection criteria, on the pool of evaluators, on the approval of the ranking list of BONUS projects to be funded, on the monitoring of progress of the funded BONUS projects and on the supervision of the adequate and orderly work of the Secretariat in relation to BONUS.
