Supports letter of amendment No 1/2008 to the preliminary draft budget (PDB) 2008 adopted by the Commission on 17 September 2007 and in particular the increases in commitment appropriations proposed for Kosovo (EUR 120 million) and Palestine (EUR 142 million) totalling EUR 262 million over the PDB figures; agrees, in the context of the 23 November conciliation, to appropriations of EUR 285 million for CFSP in the 2008 budget, notably in light of the forthcoming needs in Kosovo; demands that the Commission keeps the Parliament fully involved and informed in the implementation; supports letter of amendment No 2/2008 in its entirety, as part of the outcome of the 23 November conciliation;

10. constate à ce propos que les autorités tunisiennes continuent de bloquer les financements des projets approuvés dans le cadre de l'IEDDH dont bénéficient des ONG indépendantes, et notamment la Ligue tunisienne pour les droits de l'homme, et regrette que ce gouvernement ait empêché plusieurs représentants de la société civile de participer à la Conférence de Sana'a;
10. Notes in this context that the Tunisian authorities are continuing to block funding for projects approved in the framework of the EIDHR which benefit independent NGOs, including the Tunisian Human Rights League, and deplores the fact that this government also prevented several representatives of civil society from taking part in the Sana'a Conference;

Amato et Dehaene devraient représenter une base sur laquelle bâtir un accord unanime et sans reculer sur les points essentiels du projet approuvé en juillet dernier.
This was an obligation on which our Presidency focused from the very beginning of this complex negotiation process, for we felt that the contributions of the national parliaments and the Union’s institutions, first and foremost – as you said, Mr President - your own, and the work of the Chairman, Mr Giscard d’Estaing, and the Vice-Chairmen, Mr Amato and Mr Dehaene, combine them into a document, which should form the basis on which to build a unanimous agreement, without further delays on the key points of the draft approved last July.
