Lastly, I shall take the opportunity provided by this morning’s debate to express my astonishment and my concern to see the position adopted by the European Central Bank yesterday, calling for non-inflationist growth and price stability to be included in the objectives of the draft Constitution.

Je souhaiterais encore aborder un autre point faible du projet de constitution lié à la politique agricole commune: Le projet de constitution présenté par la convention fait en effet l'impasse sur l'important changement de paradigmes intervenu dans l'agriculture européenne tourner le dos à la production à outrance et privilégier la durabilité -, et dans ce projet, les objectifs de la PAC restent inspirés par l'économie de pénurie de l'après-guerre.
I would like to address one more weak point in the draft constitution to do with the common agricultural policy: the draft submitted by the Convention has in effect ignored the major paradigm change in European agriculture away from maximising production and towards sustainability, and the goals of the common agricultural policy in the draft still reflect the deprived post-war economy.

Pour cela, elle estime qu il est nécessaire que : - les objectifs visés soient clairement quantifiés; - une analyse approfondie coût/bénéfice soit effectuée pour chaque projet; - les coûts soient soigneusement analysés et les étapes de chaque projet clairement identifiées; - les projets financés par le fonds de cohésion et par les autres instruments structurels soient coordonnés, afin d optimiser la contribution de l ensemble des différentes interventions de l UE au développement économique et social de la Grèce, de l Irlande, du Portugal et de l Espagne.
Consequently, the Court believes that it is necessary: - clearly to quantify the objectives; - to carry out a thorough cost/benefit analysis for each project; - carefully to examine costs and clearly identify the stages of each project; - to coordinate the projects financed by the Cohesion Fund and the other structural instruments so as to optimise all of the various EU aid for economic and social development in Greece, Ireland, Portugal and Spain.
