Considers, however, that the outcome of this exercise was clear in advance, partly because of the fact that the Belgian Government’s promise to make the land available free of charge applied only to the D4-D5 site ; also regrets that after the assurances given by Prime Ministers Martens and Dehaene the Belgian Government failed to make the sites concerned available to the EP but offered estate agents and developers the possibility of buying or acquiring an option to purchase the property, for example by means of a 'purchase option agreement' between the developers of the D4-D5 project and the SNCB concluded on 6 April 2000 which itself arose from an earlier agreement of 22 May 1990 concerning the D4-D5 buildings; is astonished that the SNCB signed up to this strategy;

Notes with concern that no final agreement has yet been reached with the Belgian authorities on the financial arrangements concerning the D4/D5 building project in Brussels; points out that the Committee on Budgets has nevertheless decided, under certain conditions, not to raise an objection under Article 179(3) of the Financial Regulation regarding the signature of the contract with the constructor; estimates that appropriations could be available in 2005 for an advance payment of the lease contract on the D4 and D5 buildings in addition to the possible injection of capital in 2004;
