Appreciates the complexity of promoting more synergy between FP7 and the Structural Funds (SF); believes that the Commission could intensify its communication with the Member States by presenting certain good practices in order to ensure that the SF are efficiently used to facilitate both the up-stream (project preparation, capacity building) and the down-stream (full-scale demonstration, market realization) synergy approach; believes, thus, that the regional dimension of RI could be enhanced by encouraging the innovation-research-education (the so called ‘triangle of knowledge’) and the creation of pockets of excellence and regional clusters, thereby expanding the FP 7 geographic scope with a view to the efficient and effective distribution of projects among all Member States; recognises the need for more coordination of SF allocations for development of research infrastructure and the subsequent financing of research activities under the framework programmes;

(24) Pour créer des infrastructures de transport efficaces et de qualité dans tous les modes de transport, les orientations devraient prévoir des mesures relatives à la sécurité et la sûreté des mouvements de voyageurs et de fret, aux incidences économiques, sociales et environnementales sur les régions dans lesquelles les projets d'infrastructures en question sont mis en œuvre, à l'incidence sur les infrastructures des changements climatiques et d'éventuelles catastrophes naturelles et d'origine humaine, ainsi qu'à l'accessibilité pour tous les usagers des transports.
(24) In order to achieve a high-quality and efficient transport infrastructure across all modes the guidelines should contain provisions regarding the security and safety of passengers and freight movements, the economic, social and environmental impact on regions in which the respective infrastructure projects are located, and the impact of climate change and of potential natural and man-made disasters on infrastructure and accessibility for all transport users.

10. Takes the view that all infrastructure projects, whether in the area of transport or energy, should be negotiated between all the Black Sea countries concerned, and that coordination should be ensured especially with regard to TEN-T projects and to projects relating to the development of harbours; stresses the importance of better intermodal freight operations, through the integration of short-sea shipping into transport logistics, improved port operations and more efficient hinterland connections; considers that the EU must continue cooperating with its regional partners on improving infrastructure safety, modernising existing infrastructure and creating new infrastructure; calls for effective coordination of search-and-rescue operations in the Black Sea Basin and for the establishment of a Black Sea surveillance strategy;

20. souligne que les infrastructures peuvent être un élément essentiel du développement durable si elles sont conformes aux orientations environnementales et sociales, et invite la Commission à veiller à ce que des évaluations environnementales stratégiques et des évaluations d'impact environnemental soient effectuées et rendues accessibles au public pour chaque programme ou projet bénéficiant d'un soutien financier communautaire, en particulier pour le partenariat euro-africain en matière d'infrastructures, tel que proposé par la Commission dans sa communication au Conseil et au Parlement européen (COM(2006)0376), partenariat qui fournira un soutien à des projets d'infrastructure transfrontaliers, qui pourrait contribuer à combler des lacunes en matière de projets d'infrastructure régionaux et qui, conformément au Consensus européen sur le développement, précité, devrait donner à tous les États membres, indépendamment de toute contribution directe, la possibilité de présenter des propositions de projets en la matière;
20. Stresses that infrastructures can be an essential element of Sustainable Development if they comply with environmental and social guidelines and calls on the Commission to ensure that Strategic Environmental Assessments and Environmental Impact Assessments are undertaken and made publicly available for every programme and project receiving EU financial support, in particular the EU-Africa Partnership on Infrastructure proposed by the Commission in its Communication to the Council and the European Parliament (COM(2006)0376), which will provide support for trans-border infrastructure projects, which could help to close gaps in regional infrastructure projects and which – in accordance with the above-mentioned European Consensus on Development – should give all Member States the opportunity to submit appropriate project proposals, irrespective of any direct contribution;

Le Groupe recommande que les investissements dans les Systèmes de Transport Intelligents (STI), qui représentent en général un petit pourcentage des coûts d'infrastructures, soient intégrés dès le début dans la programmation de tous les nouveaux projets en matière de RTE-T et considérés comme un élément essentiel de tous les projets d'amélioration et de modernisation des infrastructures.
The group recommends that investment in Intelligent Transport Systems (ITS), representing typically a few percent of the infrastructure cost, should be included from the beginning in the planning of all new TEN-transport projects, as well as considered as an essential element for all infrastructure improvement and refurbishment projects.
