TRADUCTIONS EN CONTEXTE

Pour répondre à ces demandes et malgré l’absence d’accord sur le traité constitutionnel, l’Union a accompli un certain nombre d'avancées notables, à savoir un accord concernant un cadre financier sur sept ans, un programme redynamisé en faveur de la croissance et de l'emploi dans le cadre de la stratégie de Lisbonne révisée, un nouveau programme social, un pacte de stabilité et de croissance réformé, un plan d’action visant à renforcer l’espace européen de liberté, de sécurité et de justice, le doublement de l’aide officielle au développement d’ici 2010, ainsi qu’un accord politique sur des sujets sensibles tels que la législation relative aux services et aux produits chimiques et un accord sur un projet de nouvelle politique énergétique.
To respond to these demands, and despite the absence of agreement on the Constitutional Treaty, the EU has taken a number of significant steps forward: agreement to a seven year financial framework, a reinvigorated agenda for growth and jobs under the revised Lisbon Strategy, a new social agenda, a reformed Stability and Growth Pact, an Action Plan to strengthen the EU area of freedom, security and justice, a doubling of official development aid by 2010, as well as political agreement on sensitive issues such as legislation on services and chemicals, and agreement to the outline of a new energy policy.

The EU's focus should now shift to a new policy agenda for citizens, drawing on continued dialogue, including through the implementation of plan D. - The EU should use existing Treaties more effectively, as described in this paper, without pre-empting the Constitutional Treaty. - In parallel, the European Council should decide in June to adopt a step by step approach, to be taken forward by future Presidencies, designed to create the conditions for a future institutional settlement. - As the next major step towards an institutional settlement, EU leaders should adopt a political declaration which not only sets out Europe’s values and ambitions, but also under which leaders make a shared undertaking to deliver them.

In this respect, the Commission notes that the increasing support for a greater European dimension was also reflected in the European Convention's draft constitutional treaty which calls on Member States to "undertake progressively to improve their military capabilities" and for the establishment of a "European Armaments, Research and Military Capabilities Agency to identify operational requirements, to put forward measures to satisfy those requirements, to contribute to identifying and, where appropriate, implementing any measure needed to strengthen the industrial and technological base of the defence sector, to participate in defining a European capabilities and armaments policy, and to assist the Council in evaluating the improvement of military capabilities".

In providing for the introduction of the European Citizens' Initiative (ECI), the Lisbon Treaty contains a significant innovation in the area of European constitutional law, one which had originally been worked out in the European Convention, in close cooperation with non-governmental organisations, and which was only included in the draft Constitution prepared by that Convention after a lengthy struggle.
