Question No. 52 Mr. Don Davies: With regards to public-private partnerships (P3s or PFIs): (a) what is the government’s overall policy on their use; (b) how many government contracts since January 2006 have involved P3s, and for each project, what are the names of these projects, who are the partners, how much money did the federal government contribute, how much money did other levels of government contribute and how much money did each private partner contribute; (c) what problems in general have the government identified with the use of P3s; (d) what precautions have the government taken to ensure that P3s represent value for money for taxpayers; (e) what measures has the government taken to ensure that the terms and conditions of P3s are honoured by private sector participants; (f) were there any lessons learned exercises or evaluations conducted with respect to any particular P3 project and, if so, what were the results of these evaluations; (g) has the government conducted studies on the use of P3s in other countries and, if so, what were the results of these studies; (h) has the government invested in P3 projects in British Columbia; and (i) does the government have a minimum contribution or minimum percentage required from the private sector?

Examples of projects supported are : - A project in Russia, led by the Italian Association for Women in Development, which aims to increase knowledge and understanding of the condition of women in Russia and of international legislation relating to women; - A project in Slovakia led by the Institut de Coopération Sociale Internationale (ICOSI) designed to develop democratic practices in the Union of Cooperatives of Slovakia; - In Bulgaria, a project by the Dutch Novib Foundation to encourage citizen participation in local community decision-making processes; - In Tajikistan, a project to be managed by the German Counterpart Foundation aiming at the development of NGO's through training and information activities; - In Poland and Hungary, a project sponsored by the Hungarian Civil Society Development Foundation aiming to develop corporate giving to voluntary organisations as well as enhancing advocacy and fund-raising skills; - In Kazakhstan and Kyrgyzstan, a project by the UK Thomson Foundation aiming to provide skills training for 40 journalists in the areas of media and authority.
