Mr Mario Monti, the Member of the Commission with special responsibility for the single market, has pointed out that the Amsterdam European Council has reaffirmed the importance it attaches to that market as an essential element to promote growth and employment throughout the Union; in particular, it had underlined the importance of timely and correct transposition of Community legislation into national law; he had therefore written to the ministers responsible for these areas, reminding them that the Action Plan for the Single Market required that all Member States should, by 1 October 1997, submit detailed timetables showing their programme of transposition; pending progress in this area, the Commission would continue to initiate infringement proceedings against Member States where they failed to transpose legislation within the time limits, which were fixed by the Member States themselves when the directives were adopted.
