Where there is an interesting new dimension—and it was raised by Mr. Tonks—is in the social union framework agreement, where there is a notion that if there is a level of services available in one jurisdiction, that there ought to be a race to the top, that one can use that in.Now whether individual citizens can do that is the challenge, but one can kind of ratchet one's way up to the better level of services, which is why we're always so encouraged when Quebec or any other jurisdiction leads, because we can say it ought to be as good as Quebec.
