Also, in order to deal with the problem of the reduction in the contribution of national co-financing to programmes, also concerning Objective 2, due to the major financial problems of many Member States, the Commission policy of ‘100% compensation’ following a request by Member States must be supported, even if some of them have not responded positively to that option, mainly fearing that they will not be able to respond, in future, to 0% financing of other projects in order to achieve the required accounting equalisation and balancing.

Afin de poursuivre, voire de développer les actions menées au niveau de l’Union et des États membres pour lutter contre la fraude, la corruption et toute autre activité illégale portant atteinte aux intérêts financiers de l’Union, notamment la contrebande et la contrefaçon de cigarettes, il convient d’adopter un nouveau programme (ci-après dénommé «programme»), en tenant compte également des nouveaux défis à relever dans un contexte d’austérité budgétaire.
To continue and even develop the activities at Union and Member State levels to counter fraud, corruption and any other illegal activities affecting the financial interests of the Union, including the fight against cigarette smuggling and counterfeiting, also taking into account the new challenges in a context of budgetary austerity, a new programme (‘the Programme’) should be adopted.

2. Le programme fait également l'objet d'une évaluation à mi-parcours, portant sur chacune des sections et comportant également une vue d'ensemble du programme, afin de mesurer les progrès accomplis en ce qui concerne l'impact des objectifs du programme et sa valeur ajoutée à l'échelon de l'Union.
