Dans sa communication du 29 juin 2011 intitulée "Un budget pour la stratégie Europe 2020", la Commission a proposé d'intégrer dans un cadre stratégique commun pour la recherche et l'innovation unique les domaines couverts par le septième programme-cadre de la Communauté européenne pour des actions de recherche, de développement technologique et de démonstration (2007-2013) (ci-après dénommé "septième programme-cadre") adopté par la décision no 1982/2006/CE du Parlement européen et du Conseil (10), et le volet "innovation" du programme-cadre pour l'innovation et la compétitivité (2007-2013) établi par la décision no 1639/2006/CE du Parlement européen et du Conseil (11), ainsi que l'Institut européen d'innovation et de technologie (EIT) créé par le règlement (CE) no 294/2008 du Parlement européen et du Conseil (12), en vue de contribuer à atteindre l'objectif, défini dans la stratégie Europe 2020, de faire passer à 3 % du PIB d'ici 2020 les dépenses en matière de recherche et de développement.

En vue d'atteindre les objectifs à long terme de l'Union dans le domaine du climat et de l'énergie, il convient d'augmenter, par rapport au septième programme-cadre, la part du budget consacrée aux énergies renouvelables, à l'efficacité énergétique au niveau de l'utilisation finale, aux réseaux intelligent et aux activités de stockage de l'énergie et d'augmenter le budget alloué à la commercialisation des activités d'innovation énergétique menées dans le cadre du programme "Énergie intelligente - Europe" au titre du programme-cadre pour l'innovation et la compétitivité (2007-2013).
With a view to achieving the Union's long-term climate and energy objectives, it is appropriate to increase the share of the budget dedicated to renewable energy, end-user energy efficiency, smart grids and energy storage activities as compared to the Seventh Framework Programme, and increase the budget dedicated to market uptake of energy innovation activities undertaken under the Intelligent Energy Europe Programme within the Competitiveness and Innovation Framework Programme (2007 to 2013).

An integrated approach should be ensured by bringing together activities covered by the Seventh Framework Programme for research, technological development and demonstration activities (2007-2013) adopted by Decision No 1982/2006/EC, the Competitiveness and Innovation Framework Programme established by Decision No 1639/2006/EC of the European Parliament and of the Council and the European Institute of Innovation and Technology (the EIT) established by Regulation (EC) No 294/2008 of the European Parliament and of the Council to make participation easier, create a more coherent set of instruments and increase the scientific and economic impact, while avoiding duplication and fragmentation.

La décision no 1639/2006/CE du Parlement européen et du Conseil (3) établit un programme-cadre pour l’innovation et la compétitivité (PIC) comprenant différents types de mesures de mise en œuvre réalisées au travers de programmes spécifiques, au titre desquels le «Programme d’appui stratégique en matière de technologies de l’information et de la communication (TIC)» contribue au renforcement du marché intérieur en ce qui concerne les produits et services liés aux TIC et les produits et services basés sur les TIC et vise à stimuler l’innovation par une adhésion plus large et des investissements plus conséquents dans ce domaine.
Decision No 1639/2006/EC of the European Parliament and of the Council (3) establishes the Competitiveness and Innovation Framework Programme (CIP) with different types of implementing measures pursued by specific programmes, of which ‘the Information and Communications Technologies (ICT) Policy Support Programme’ provides support for the strengthening of the internal market for ICT products and services and ICT-based products and services, and aims at stimulating innovation through the wider adoption of, and investment in, ICT.

Il y a lieu d'établir un programme-cadre pour l'innovation et la compétitivité (ci-après dénommé «programme-cadre») afin de contribuer à améliorer la compétitivité et le potentiel d'innovation de la Communauté, de favoriser le développement de la société du savoir et de promouvoir un développement durable s'appuyant sur une croissance économique équilibrée.
In order to contribute to the enhancement of competitiveness and innovation capacity in the Community, the advancement of the knowledge society, and sustainable development based on balanced economic growth, a Competitiveness and Innovation Framework Programme (hereinafter referred to as the Framework Programme) should be established.

Quelques exemples suffisent pour montrer la portée des réalisations: un nouveau cadre réglementaire pour les services audiovisuels a été mis en place; des propositions de réforme de la réglementation en matière de communications électroniques ont été faites[3]; le règlement créant un marché unique pour l’utilisation des téléphones mobiles à l’étranger est entré en vigueur; des initiatives visant à promouvoir les contenus en ligne en Europe sont en cours d’examen[4]; d’importants nouveaux financements pour la RD et l’innovation ont été mis en place au titre du septième programme-cadre pour la recherche, ainsi que du programme d’appui stratégique en matière de TIC, qui fait partie du programme-cadre pour l’innovation et la compétitivité; des partenariats public-privé innovants (les initiatives technologiques conjointes) viennent d’être lancés; et de nouvelles initiatives en faveur de l’e-inclusion (la participation de tous à la société de l’information) ont été mises en route[5].
A few examples suffice to show the breadth of achievements: a new regulatory framework for audiovisual media services is in place; proposals to reform the regulation of electronic communications have been launched; [3] regulation to create a single market for mobile phone use across borders is in operation; initiatives to boost online content in Europe are under discussion; [4] major new RD and innovation funding initiatives are up and running (the Seventh Research Framework and the ICT Policy Support Programme under the Competitiveness and Innovation Programme — CIP); ground-breaking public private partnerships (Joint Technology Initiatives) have just been launched; and new eInclusion initiatives are on track.[5]
