Le consensus européen pour le développement du 22 décembre 2005 et les conclusions du Conseil du 14 mai 2012 sur «Accroître l'impact de la politique de développement de l'Union européenne: un programme pour le changement» devraient constituer le cadre général d'orientation pour la programmation et la mise en œuvre du 11e FED, y compris les principes sur l'efficacité de l'aide convenus à l'échelle internationale, tels que les principes énoncés dans la déclaration de Paris sur l'efficacité de l'aide (2005), le code de conduite de l'Union européenne sur la complémentarité et la division du travail dans la politique de développement (2007), les lignes directrices de l'Union européenne pour le programme d'action d'Accra (2008), la position commune de l'Union européenne, portant notamment sur la garantie de transparence de l'Union européenne ainsi que sur d'autres aspects relatifs à la transparence et à la responsabilité, en vue du quatrième forum de haut niveau sur l'efficacité de l'aide de Busan, lequel a donné lieu, entre autres, au document final de Busan (2011), le plan d'action sur l'égalité des sexes pour l'action extérieure (2010) et la convention des Nations unies relative aux droits des personnes handicapées, à laquelle l'Union est partie.
The European Consensus on Development of 22 December 2005 and the Council Conclusions of 14 May 2012 on ‘Increasing the impact of EU development policy: an Agenda for Change’ should provide the general policy framework to guide the programming and implementation of the 11th EDF, including the internationally agreed principles on aid effectiveness, such as the principles set out in the Paris Declaration on Aid Effectiveness (2005), the EU Code of Conduct on Division of Labour in Development Policy (2007), the EU Guidelines for the Accra Agenda for Action (2008), the EU common position, including on the EU Transparency Guarantee and other aspects of transparency and accountability, for the fourth High Level Forum on Aid Effectiveness in Busan, which resulted in, inter alia, the Busan Outcome Document (2011), the Gender Action Plan for external action (2010) and the United Nations Convention on the Rights of Persons with Disabilities to which the Union is a party.

Cette action permettra a) d’établir un mécanisme pour la mise en réseau et l’échange de bonnes pratiques entre les États membres, les pays en voie d’adhésion et les organisations internationales compétentes, dans le but d’améliorer l’accès aux soins de santé, l’action en faveur de la santé et la prévention, ainsi que leur adéquation aux besoins des migrants, des Roms et d’autres minorités ethniques vulnérables, y compris les migrants illégaux ou en situation irrégulière, b) de documenter le cadre juridique et politique, d’examiner les programmes nationaux en matière de santé et de favoriser l’élaboration et le suivi de plans d’action nationaux axés sur les migrants et les minorités ethniques, et sur les Roms en particulier, c) d’élaborer des critères de référence et des lignes directrices consensuelles sur les bonnes pratiques en matière d’accès aux soins de santé des Roms ainsi que d’autres groupes ethniques minoritaires vulnérables et des migrants, et d) d’examiner les programmes de formation et de renforcement des capacités en lien avec la santé des minorités ethniques et des migrants, et avec l’élaboration d’un cadre consensuel pour le renforcement des capacités des professionnels portant notamment sur les composants de base d’un programme de formation et sur les aspects opérationnels de sa mise en œuvre et de l’évaluation de celui-ci.
It will (a) establish a mechanism for networking and exchanging good practice between the Member States, accession countries and relevant international organisations on improving the access and appropriateness of health care services, health promotion and prevention to meet the needs of migrants, the Roma and other vulnerable ethnic minority groups, including irregular/illegal migrants; (b) document the legal and policy framework, including review of national health plans and support for the development and monitoring of national action plans for migrants/ethnic minorities to include a specific focus on the Roma; (c) develop benchmarking criteria and consensus guidelines on good practice on access to care for the Roma and other vulnerable ethnic minority and migrant groups; and (d) review training and capacity building programmes in relation to ethnic/migrant health and development of a consensus framework for capacity building for professionals, including basic components of a training programme and the operational aspects of its delivery and evaluation.
