However, a 1995 study(20) financed by the Phare programme on border-crossing bottlenecks had already established the urgent need for assistance at the two border crossings on the CEEC-NIS border which had the longest average waiting times in the whole of central and Eastern Europe: Zahony-Chop (Hungary-Ukraine; 28 hours) and Kukuryki-Kozlovitchi(21) (Poland-Belarus; 24 hours, rising on occasions to five days).

However, Parliament has been delighted to accept the Commission’s proposal to establish new budget sub-headings for local and regional cooperation in the Baltic region within the framework of the Phare pre-accession instrument.
