The Programme budget may also cover expenditure associated with the preparation, follow-up, monitoring, auditing and evaluation activities directly required for the management of the Programme and the realisation of its objectives, in particular studies, meetings, information and publication activities, expenditure associated with the IT networks for the exchange of information and any other administrative or technical support expenditure on which the Commission may decide for the management of the Programme.

- The amounts allocated to the co-financing of Community-programme contributions must not exceed 5% of the total annual budget for any given national Cards Programme. Avec l'approbation du Commissaire Barnier, le 16 décembre 2002, l'Union s'est ainsi dotée d'un nouvel outil pour améliorer l'efficacité et la qualité des programmes INTERREG III. Face aux défis considérables liés à la mise en oeuvre de cette initiative communautaire, INTERACT pourra également avoir un rôle essentiel dans la simplification plus poussée des procédures au niveau des programmes INTERREG III, notamment dans la perspective de la période de programmation post-2006.
The most outstanding feature of 2002 was the approval of the Interact programme. In order to establish a supporting framework for efficient implementation of Interreg III, the Commission and Member States agreed to the Interact programme (standing for INTERreg - Animation, Coordination, Transfert). With its approval by the Commissioner, Mr Barnier, on 16 December 2002, the Union acquired a new tool for improving the effectiveness and quality of the Interreg III programmes. Given the considerable challenges facing the implementation of this Community Initiative, Interact will be an essential element in further simplifying procedures under the Interreg III programmes, in particular with a view to the programming period after 2006.

Le présent rapport ne concerne que ces deux directives et la situation dans l’EU-15, même si la Commission estime qu’il pourra également fournir des informations utiles aux douze nouveaux États membres.
This Report is concerned solely with those two Directives and with the situation in EU-15, although the Commission believes that it will yield useful information for the twelve new Member States too.
