Urges that, under the 11th EDF, the proportion of resources devoted to the intra-ACP programme and regional programmes should be the same as that under the 10th EDF, also providing for a flexible reserve and ensuring maximum complementarity with the Pan-African programme planned as part of the future DCI, because this reserve will be used in part to finance the new scheme to absorb any exogenous shocks with an international dimension (in particular, financial, food or humanitarian crises) that may affect an ACP country, as well as emergency humanitarian aid; stresses the importance of these programmes, which can help to increase the level of preparedness of ACP countries in the event of a crisis, boost their resilience and improve coordination of emergency measures, rehabilitation and development;

Le Conseil du 11 avril 2006 a décidé de prolonger cette initiative pour la période 2008-2010 à travers un financement de 300 millions d'euros dans le cadre du programme indicatif intra-ACP du 10ème FED.
The Council of 11 April 2006 decided to extend this initiative for the period 2008 - 10 by allocating EUR 300 million under the Intra-ACP Indicative Programme of the 10th European Development Fund.

Takes the view that in its draft Regional Strategy Paper and draft Regional Indicative Programme (2007-2013) for Mercosur the Commission exceeds its implementing powers laid down in the basic act by including in priority 3 'efforts to strengthen and enhance civil society participation, knowledge of the regional integration process, mutual understanding and mutual visibility' (for which it earmarks about 20% of the Regional Indicative Programme) the following elements, which are not in compliance with paragraphs 1 and 4 of Article 2 of Regulation (EC) No 1905/2006, as the primary objective of these elements is not the eradication of poverty and they do not fulfil the criteria for ODA established by the OECD/DAC DAC

Outre les documents de stratégie par pays et par région, un document de stratégie intra-ACP et un programme indicatif pluriannuel connexe sont élaborés et perfectionnés avec le comité des ambassadeurs ACP-CE sur la base des critères arrêtés pour établir un cadre de politique intra-ACP respectant les principes de complémentarité et de couverture géographique découlant de l'article 12 de l'annexe IV de l'accord de partenariat ACP-CE.
4. In addition to country strategy papers and regional strategy papers, an intra-ACP strategy paper and related multiannual indicative programme shall be prepared and developed with the ACP-EC Committee of Ambassadors, based on criteria set out for an intra-ACP policy framework compliant with the principles of complementarity and geographic scope inherent in Article 12 of Annex IV to the ACP-EC Partnership Agreement.
