Welcomes the fact that active and healthy ageing is one of the European Social Fund’s investment priorities for the 2014-2020 programming period, as stated in Regulation (EU) No 1304/2013; calls on the Member States to use the resources allocated effectively; recalls that funding for projects to promote active ageing is also available under programmes such as the European Structural and Investment Funds (ESIF), Horizon 2020, Employment and Social Innovation (EaSI) and the Health Programme; calls for better coordination between the programmes and various instruments made available by the EU for the promotion of active ageing and intergenerational solidarity, and calls, in line with the priorities of Horizon 2020, for the creation of a European research priority entitled ‘Applied Health and Active-Ageing Sciences’;

Reminds the Council's of its statement whereby funding for the Horizon 2020 programme must represent a real growth compared to 2013 level; calls therefore for an ambitious allocation of funds to the Horizon 2020 programme and firmly objects to any proposal for 2014 ceilings below the 2013 levels; calls on the Commission to establish a dedicated budget for the SME Instrument, and dedicated budget lines for the Science in Society and Widening Participation Programmes, as well as for the follow-up of Competitiveness and Innovation Framework Programme (CIP) Eco-innovation and Intelligent Energy Europe programmes;

With the aim of deepening the relationship between science and society and reinforcing public confidence in science, Horizon 2020 should foster the informed engagement of citizens and civil society in research and innovation matters by promoting science education, by making scientific knowledge more accessible, by developing responsible research and innovation agendas that meet citizens' and civil society's concerns and expectations and by facilitating their participation in Horizon 2020 activities.

Cette approche transversale de la gouvernance et de la programmation permettra d'assurer une coordination effective entre tous les objectifs spécifiques d'Horizon 2020 et de relever les défis qui relèvent de plusieurs objectifs, tels que le développement durable, le changement climatique, les sciences sociales et humaines ou les sciences et technologies marines.
