IN-CONTEXT TRANSLATIONS

Afin de couvrir tous les aspects de la stratégie-cadre sur l'égalité entre les femmes et les hommes (2001-2005) bénéficiant d'un soutien financier au titre du programme, le comité de gestion de ce dernier ainsi que la Commission ont défini les priorités suivantes:
In order to cover all strands of the Framework Strategy on Gender Equality (2001-2005), for which the Programme gives a financial backing, the Programme Committee and the Commission have defined the following priorities:

28. souligne que la transparence et la responsabilité sont des conditions essentielles non seulement au contrôle démocratique mais aussi au bon fonctionnement des missions menées au nom de l'Union européenne, ainsi qu'à leur crédibilité; souligne une nouvelle fois que le Parlement attache une grande importance à l'exercice d'un contrôle sur la façon dont les différentes missions et opérations relevant de la PSDC sont budgétisées; salue les mécanismes d'information prévus par l'accord interinstitutionnel du 2 décembre 2013, tels que les rapports trimestriels relatifs au budget de la politique étrangère et de sécurité commune et les réunions consultatives conjointes dans le cadre de cette dernière; salue l'engagement pris par la VP/HR d'insuffler un nouvel élan dans lesdites réunions et d'introduire un degré approprié de souplesse en ce qui concerne leur portée afin de tenir le Parlement pleinement informé des opérations militaires ainsi que des travaux et du programme du Comité politique et de sécurité; affirme que toute amélioration de la souplesse et de l'efficacité pour financer et entreprendre des missions et des opérations ne saurait mettre à mal les évolutions positives réalisées en matière de transparence et d'obligation de rendre des comptes en ce qui concerne les interventions relevant de la PSDC; invite la Commission à interpréter largement l'article 49, paragraphe 1, point g), du règlement financier et à proposer des lignes budgétaires spécifiques pour chaque mission civile relevant de la PSDC au titre du chapitre relatif à la politique étrangère et de sécurité commune, ainsi qu'à intégrer obligatoirement, dans le rapport annuel d'activité, une synthèse détaillée de chaque mission reprenant les participants et les frais encourus;
28. Stresses that transparency and accountability are essential requirements not only for democratic scrutiny but also for the adequate functioning, and the credibility, of missions carried out under the EU flag; reiterates the importance attached by Parliament to exercising oversight over the way the different CSDP missions and operations are budgeted; welcomes the reporting mechanisms provided for by the interinstitutional agreement of 2 December 2013, such as the quarterly reports on the CFSP budget and the joint consultation meetings on the CFSP; welcomes the commitment made by the VP/HR to breathe new life into the latter meetings and to introduce an appropriate degree of flexibility regarding their scope in order to keep Parliament fully informed on military missions and on the work and agenda of the Political and Security Committee; maintains that any improvement in the flexibility and efficiency of financing and undertaking missions and operations must not compromise the achieved positive developments with regard to transparency and accountability in CSDP interventions; calls on the Commission to make an extensive interpretation of Article 49(1)(g) of the Financial Regulation and to propose specific lines for each civilian CSDP mission under the CFSP chapter, and to automatically include in the annual activity report a breakdown of each mission on the basis of participants and costs incurred;

La Commission transmet simultanément les documents de programmation au comité du FED et, pour information, à l'Assemblée parlementaire paritaire, tout en respectant pleinement les procédures décisionnelles conformément au titre IV du présent règlement.
At the same time as the programming documents are transmitted to the EDF Committee, the Commission shall also transmit them to the Joint Parliamentary Assembly for information, while fully respecting the decision-making procedure in accordance with Title IV of this Regulation.

La Commission satisfait ainsi à l’exigence, visée à l’article 8, paragraphe 5, de la décision établissant le CIP[1], de communiquer les résultats des évaluations intermédiaires et finales du programme-cadre et des programmes spécifiques qui en relèvent au Parlement européen, au Conseil, au Comité économique et social européen ainsi qu’au Comité des régions.
Thereby the Commission complies with the requirement of Article 8(5) of the Decision establishing the CIP[1] to communicate interim and final evaluations of the Framework Programme and of its specific programmes to the European Parliament, the Council and the European Economic and Social Committee and the Committee of the Regions.

Concernant l’amendement 59 qui instaure la division du comité en cinq sous-comités correspondant aux cinq sections du programme, la Commission ne changera pas sa position quant au fait qu’elle souhaite n’être assistée que d’un seul comité sur le programme Progress, même si les membres de ce comité peuvent changer en fonction de l’ordre du jour, comme cela est indiqué au considérant 12a de la proposition modifiée du Conseil.
Having regard to Amendment 59, which divides the Committee into five subcommittees corresponding to the five sections of the programme, the Commission will not change its position with regard to the fact that it wishes to be assisted by only one committee on the PROGRESS programme, even if the members of this committee may change according to the agenda, as is indicated in recital 12a of the amended proposal for a Council decision.

Pour les quatre programmes, le comité de suivi s'est réuni à trois reprises en 2002, en avril, juin et novembre.
For the four programmes, the Monitoring Committee met three times in 2002: in April, June and November.

Outre l'avancement de la mise en oeuvre du programme, le comité a examiné, à ces deux occasions, le cofinancement national des projets FEOGA-O et la préparation de l'évaluation à mi-parcours.
Besides progress of the implementation of the program, national part-financing of EAGGF-part-financed projects and the preparation of the mid-term evaluation have been discussed during the meetings.
