This programme is the first concrete result of discussions initiated jointly by the Spanish authorities and the Commission with the aim of establishing a development plan for the Doñana area with a view to implementing the conclusions of the Committee of Experts set up some time ago. This first phase is to be implemented by means of an operational programme.
