Furthermore, it should perform tasks which the Commission confers on it by means of one or more delegation agreements covering other various specific tasks associated with the programmes, in particular tasks associated with the exploitation phases of the systems, including the operational management of the programmes, the promotion of the applications and services on the satellite navigation market and the promotion of the development of fundamental elements relating to the programmes.

The Agency shall be responsible, in the framework of Community action in the field of the trans-European transport network, for the implementation of tasks concerning the granting of Community financial aid pursuant to the Council Regulation (EC) No 2236/95 (5) and the Regulation (EC) No 680/2007 of the European Parliament and of the Council (6), with the exception of tasks requiring discretionary powers in translating political choices into action, such as programming, the establishment of priorities, the selection of projects according to Article 5 of the Regulation (EC) No 680/2007, programme evaluation and legislative monitoring.

2. L'agence peut être chargée par la Commission, après avis du comité prévu à l'article 24 du règlement (CE) n° 58/2003, de l'exécution de tâches de même nature dans le cadre d'autres programmes communautaires, au sens de l'article 2 dudit règlement, que le programme visé au paragraphe 1, à condition que ces programmes ou actions restent dans les limites du développement des énergies renouvelables et de l'efficacité énergétique, y compris dans le transport, ainsi que leur promotion et à condition qu'ils ne comportent pas d'augmentation significative des tâches de l'agence.
2. The Agency may be charged by the Commission following the opinion of the committee as established by Article 24 of Regulation (EC) No 58/2003, to carry out tasks of the same type under other Community programmes, within the meaning of Article 2 of that Regulation, as the programme referred to in paragraph 1, provided that these programmes or projects remain within the limits of the development of renewable energy and energy efficiency, including in the transport sector, and their promotion and provided that they do not constitute a significant increase of the tasks of the Agency.

(6) Le recours à l'externalisation doit, par ailleurs, être subordonné à une analyse coûts/avantages prenant en compte plusieurs facteurs, tels que l'identification des tâches justifiant une externalisation, l'évaluation des bénéfices et des coûts, y compris ceux induits par le contrôle, la coordination et l'impact sur les ressources humaines, l'efficacité et la flexibilité dans la mise en oeuvre des tâches externalisées, la simplification des procédures utilisées, la proximité de l'action externalisée des bénéficiaires finaux, la visibilité de la Communauté en tant que promotrice du programme communautaire concerné et le maintien d'un niveau approprié de savoir-faire à l'intérieur de la Commission.
(6) Outsourcing should, moreover, be subject to a cost-benefit analysis taking account of a number of factors such as identification of the tasks justifying outsourcing, a cost-benefit analysis which includes the costs of coordination and checks, the impact on human resources, efficiency and flexibility in the implementation of outsourced tasks, simplification of the procedures used, proximity of outsourced activities to final beneficiaries, visibility of the Community as promoter of the Community programme concerned and the need to maintain an adequate level of know-how inside the Commission.

(13) Pour assurer une externalisation efficace, en vue de tirer pleinement profit de l'expertise de l'agence exécutive, il convient que la Commission puisse déléguer à cette agence tout ou partie des tâches d'exécution d'un ou plusieurs programmes communautaires, à l'exception des tâches qui impliquent l'exercice d'une marge d'appréciation de nature à traduire des choix politiques.
(13) To ensure that outsourcing is effective and that full benefit is drawn from the expertise of an executive agency, the Commission must be allowed to delegate to it all or some of the implementing tasks for one or more Community programmes, except for those requiring discretionary powers in translating political choices into action.
