Calls on the Commission to proceed with the drafting of a White Paper on Forest Protection in the EU, taking into account the results of the public consultation on the Green Paper, the widely perceived need to be prepared for climate change, the policy options study and the adaptation options study; considers that the White Paper, in addition to confirming the contribution of forests to the economy through wood and non-wood forest products and services, should focus on maintaining and increasing European forests, as they help European societies to mitigate climate change and adapt to its effects; considers further that a higher level of protection must be ensured for high-quality habitats and protective forests with functions in countering flooding, landslides, fires, desertification, loss of biodiversity and extreme weather catastrophes; considers adequate financial resources, knowledge exchange and the promotion of research and information to be indispensable aspects of the Commission's proposals;

(3) La vaste gamme d'activités menées par les États membres (qu'il s'agisse d'organismes du secteur public, de personnes physiques ou de personnes morales), par plusieurs organisations internationales et par des programmes tels que le FAO, le programme coopératif européen pour les réseaux sur les ressources génétiques des cultures, le Groupe consultatif pour la recherche agricole internationale (GCRAI), le forum mondial de recherche agricole (GFAR), les organisations régionales et sous-régionales de recherche agricole pour le développement (RAD) soutenues par la Communauté, le European Regional Focal Point (ERFP) of National Co-ordinators for the Management of Farm Animal Genetic Resources (centre européen régional de coordinateurs nationaux pour la gestion des ressources génétiques des animaux d'élevage), le programme européen des ressources génétiques des forêts (EUFORGEN) et les engagements y afférents pris par l'actuelle conférence ministérielle sur la protection des forêts en Europe, dont la Communauté européenne est signataire, plaident en faveur d'un échange d'information efficace et d'une étroite coordination entre les principaux acteurs de la Communauté et les organisations du monde entier concernées par la conservation, la caractérisation, la collecte et l'utilisation des ressources génétiques agricoles, afin d'accroître leur effet favorable sur l'agriculture.
(3) The wide range of activities carried out in the Member States (by a public sector body or natural or legal persons) and by various international organisations and programmes such as FAO, the European Cooperative Programme for Crop Genetic Resources Networks (ECP/GR), the Consultative Group on International Agricultural Research (CGIAR), the Global Forum on Agricultural Research (GFAR), the Agricultural Research for Development (ARD) regional and subregional organisations supported by the Community, the European Regional Focal Point (ERFP) of National Coordinators for the Management of Farm Animal Genetic Resources, the European Forest Genetic Resources Programme (Euforgen) and the related commitments of the ongoing Ministerial Conference on the protection of forests in Europe (MCPFE) to which the Community is signatory call for an effective information exchange and close coordination between the Community main actors and with the relevant organisations throughout the world with regard to the conservation, characterisation, collection and utilisation of genetic resources in agriculture so as to enhance their positive impact on agriculture.

(5) La Communauté et les États membres se sont engagés à mettre en oeuvre les activités relatives à la conservation et à la protection des forêts et approuvées dans des enceintes internationales, et notamment les propositions d'actions du groupe intergouvernemental sur les forêts et du forum intergouvernemental sur les forêts, le programme de travail élargi sur la diversité biologique des forêts de la convention sur la diversité biologique, ainsi que la convention-cadre des Nations unies sur les changements climatiques et le protocole de Kyoto.
(5) The Community and the Member States are committed to implementing internationally agreed activities relating to the conservation and protection of forests, in particular, the proposals for actions of the intergovernmental panel and Forum on Forests, the expanded work programme on forest biological diversity of the Convention on Biological Diversity, as well as the United Nations Framework Convention on Climate Change and the Kyoto Protocol.

- improving existing Community measures which protect forests and implementing sustainable forest management, inter alia, through national forest programmes, in connection with rural development plans, with increased emphasis on the monitoring of the multiple roles of forests in line with recommendations adopted by the Ministerial Conference on the Protection of Forests in Europe and the United Nations Forum on Forests and the Convention on Biodiversity and other fora;
