Given that this agreement falls within the objectives that led to the signing of the Schengen Treaty on the free movement of people and goods, given the agreements that have previously been established between the EU and the aforementioned countries in relation to the objectives set out in the Schengen Treaty, and given that the EU has created an External Borders Fund for the period 2007-2013 under the general programme entitled ‘Solidarity and Management of Migration Flows’, I welcome the conclusion of this agreement, which will help to strengthen cohesion within Europe.

Welcomes the agreement between the governments of India and Pakistan on the opening of crossing points on the LoC; is convinced that the opening of crossing points is of vital importance to the people of Kashmir and the relief operation; expresses its hope that the agreement can be implemented without too many administrative problems for the people of Kashmir using the crossing points; welcomes the opening of four crossing points for the exchange of goods; asks the authorities of both countries to allow crossing by civilians; calls for the immediate opening of the remaining crossing point that is part of the agreement; supports the call by the UN World Food Programme (WFP) to open other points for crossing the LoC and to allow movement of trucks in order to support the relief operation for hundreds of thousands of people in remote valleys and on high mountains in Kashmir;

Whereas, moreover, the Council in its resolution of 9 February 1976 (1) concerning an action programme in favour of migrant workers and members of their families and in its resolution of 27 June 1980 (2) concerning orientation towards a Community labour market policy, underlined the importance of undertaking appropriate consultation on migration policies in relation to non-member countries, and whereas integration of the Community labour market should be favoured in the framework of free movement of the labour force within the Community, in particular by appropriate consultation on these policies, in accordance with the conclusions which the Council adopted on 22 November 1979 on this subject; whereas its resolution of 16 July 1985 (3) on guidelines for a Community policy on migration reaffirmed the need for such consultation;
