Afin de favoriser la mobilité, l'équité et l'excellence des études, l'Union devrait mettre en place, à titre expérimental, un mécanisme de garantie de prêts aux étudiants en vue de permettre aux étudiants, quel que soit leur milieu social, de préparer leur diplôme de master dans un autre pays pour lequel la participation au programme est ouverte (ci-après dénommé "pays participant au programme").
To support mobility, equity and study excellence, the Union should establish, on a pilot basis, a Student Loan Guarantee Facility to enable students, regardless of their social background, to take their Master's degree in another country to which participation in the Programme is open (the 'Programme country').

(17) Participation in the programme will be open to acceding countries, candidate countries and potential candidates benefiting from a pre-accession strategy, in accordance with the general principles and general terms and conditions for the participation of those countries in Union programmes established in the respective Framework Agreements, Association Council Decisions or similar agreements; to EFTA countries which are parties to the EEA Agreement and to countries of the European neighbourhood area in accordance with the procedures defined with those countries following the framework agreements providing for their participation in European Union programmes.

(4) As provided for under Article 170 of the Treaty, this programme is open to the participation of countries having concluded the necessary agreements to this effect, and is also open on the project level, and on the basis of mutual benefit, to the participation of entities from third countries and of international organisations for scientific cooperation.

Si l'on dresse l'inventaire à ce stade, nous pouvons constater que, bien que le programme soit ouvert aux autorités régionales et locales, leur niveau d'implication avoisine les 10 %, tandis que les organisations non gouvernementales qui travaillent au niveau local et régional se voient empêcher de participer au programme, attendu qu'il est nécessaire d'établir des liens internes en trouvant des partenaires dans d'autres États membres et que la gestion du programme est particulièrement complexe.
Taking stock so far, we can see that, although the programme is open to regional and local authorities, their level of involvement is only somewhere in the region of 10%, while non-governmental organisations working at local and regional level are prevented from taking part by the need to create internal links by finding partners in other Member States and by the complicated management of the programme.
