«Il convient de vérifier la sûreté de toutes les installations nucléaires de l'UE, sur la base d'une évaluation globale et transparente des risques et de la sûreté ("tests de résistance"); le Groupe des régulateurs européens dans le domaine de la sûreté nucléaire (ENSREG) et la Commission sont invités à définir le plus rapidement possible l’étendue et les modalités de ces tests dans un cadre coordonné, à la lumière des enseignements tirés de l’accident qui s’est produit au Japon et avec la participation pleine et entière des États membres, en tirant pleinement parti de l’expertise disponible (notamment celle de l’Association des responsables des autorités de sûreté nucléaire des pays d’Europe de l’Ouest); les évaluations seront menées par des autorités nationales indépendantes et dans le cadre d’une évaluation par les pairs; leurs résultats et toute mesure nécessaire qui sera prise par la suite devraient être communiqués à la Commission et aux membres de l’ENSREG et rendus publics; le Conseil européen évaluera les premières conclusions à la fin de 2011, en se fondant sur un rapport présenté par la Commission».
