34 (1) In addition to any other fees payable, the fee payable for an inspection leading to the issuance of an International Pollution Prevention Certificate for the Carriage of Noxious Liquid Substances in Bulk, a Canadian Pollution Prevention Certificate for the Carriage of Noxious Liquid Substances in Bulk, an International Certificate of Fitness for the Carriage of Dangerous Chemicals in Bulk, a Certificate of Fitness for the Carriage of Dangerous Chemicals in Bulk or a Certificate of Compliance (Noxious Liquid Substances), for a ship having the gross tonnage set out in column I of an item of the table to this section, is the applicable fee set out in column II, III or IV of the item.

Proposed provisions going beyond the scope of the Convention include: extending the scope of the export notification requirements to a wider range of chemicals; requiring the explicit consent of the importing party for chemicals that are banned or severely restricted in the Community before export can take place; the possibility of an export ban for certain chemicals and articles that are prohibited within the Community; and requiring all dangerous chemicals to be appropriately labelled when exported.
