Le règlement concernant les produits biocides a constitué une révision significative et substantielle de la législation en vigueur régissant les produits biocides grâce à l'harmonisation des règles concernant la mise à disposition sur le marché et l'utilisation des produits biocides ainsi qu'à la garantie d'un niveau élevé de protection tant de la santé humaine et animale que de l'environnement.
The Biocidal Products Regulation represented a significant and substantial revision of the existing legislation governing biocidal products through the harmonisation of the rules on the making available on the market and the use of biocidal products, whilst ensuring a high level of protection of both human and animal health and the environment.

Les produits biocides: grâce aux mesures simplifiant les procédures d’autorisation de mise sur le marché des produits biocides, applicables à compter du 1er septembre 2013, les entreprises peuvent économiser jusqu’à 140 millions d’EUR par an et jusqu’à 2,7 milliards d’EUR sur dix ans (IP/13/796).
Biocidal Products: Measures simplifying the authorisation procedures for the placing of biocidal products on the market, applicable from 1 September 2013, can save businesses up to €140 million annually and up to €2.7 billion over a period of 10 years (IP/13/796).

Nonobstant l'article 89, si l'autorité compétente, ou la Commission dans le cas d'un produit biocide autorisé au niveau de l'Union, annule ou modifie une autorisation ou décide de ne pas la renouveler, elle accorde un délai de grâce pour la mise à disposition sur le marché et l'utilisation des stocks existants, à moins que le maintien de la mise à disposition sur le marché ou la poursuite de l'utilisation du produit biocide ne présente un risque inacceptable pour la santé humaine, pour la santé animale ou pour l'environnement.
Notwithstanding Article 89, where the competent authority or, in the case of a biocidal product authorised at Union level, the Commission, cancels or amends an authorisation or decides not to renew it, it shall grant a period of grace for the making available on the market and use of existing stocks, except in cases where continued making available on the market or use of the biocidal product would constitute an unacceptable risk to human health, animal health or the environment.

Ce délai de grâce n'excède pas 180 jours en ce qui concerne la mise à disposition sur le marché et est prolongé de 180 jours au maximum pour l'utilisation des stocks existants des produits biocides concernés.
The period of grace shall not exceed 180 days for the making available on the market and an additional maximum period of 180 days for the use of existing stocks of the biocidal products concerned.

Le partage des données sera un point clé, conformément aux règles communautaires, et à l’instar de ce qui a été fait avec REACH, les expériences sur des vertébrés doivent être évitées ou sensiblement réduites pour les produits biocides, grâce au partage obligatoire des données obtenues grâce à ces tests parmi ceux qui enregistrent la même substance active. Cette mesure évitera toute répétition des études.
One key point will be the sharing of data, in accordance with EU guidelines, and, as already implemented with REACH, testing on vertebrates should be avoided or significantly reduced for biocidal products also, thanks to the mandatory sharing of data obtained through such tests among those who register the same active substance, thereby avoiding any duplication of studies.

7. Si la Commission décide de ne pas renouveler l'inscription d'une substance active à l'annexe I, elle peut accorder un délai de grâce pour l'élimination, le stockage, la mise sur le marché et l'utilisation des stocks existants de produits biocides qui contiennent cette substance active.
7. Where the Commission decides not to renew the inclusion of an active substance in Annex I, it may grant a period of grace for the disposal, storage, placing on the market and use of existing stocks of biocidal products containing that active substance.
