L'avis d'ouverture de la procédure annonce l'ouverture d'une enquête, indique le produit et les pays concernés, fournit un résumé des informations reçues et prévoit que toute information utile doit être communiquée à la Commission; il fixe le délai dans lequel les parties intéressées peuvent se faire connaître, présenter leur point de vue par écrit et communiquer des informations si ces points de vue et ces informations doivent être pris en compte au cours de l'enquête; il précise également le délai dans lequel les parties intéressées peuvent demander à être entendues par la Commission conformément à l'article 6, paragraphe 5.
10. The notice of initiation of the proceedings shall announce the initiation of an investigation, indicate the product and countries concerned, give a summary of the information received, and provide that all relevant information is to be communicated to the Commission; it shall state the periods within which interested parties may make themselves known, present their views in writing and submit information if such views and information are to be taken into account during the investigation; it shall also state the period within which interested parties may apply to be heard by the Commission in accordance with Article 6(5).
