III. II.3. Reaffirms its support for the principle laid down in Article K.4 of the Treaty on European Union (future Article 32 of the Treaty on European Union) on mutual judicial assistance according to which the Council 'shall lay down the conditions and limitations under which' judges and investigating and prosecuting officials may operate in the territory of another Member State in liaison and in agreement with its authorities; in the same context, considers it reasonable to further expand European judicial networks, promote exchanges of investigating and prosecuting officials and, in the case of the defence of the financial interests of the Community (the legal basis being Article 209a of the EC Treaty - future Article 280 of the EC Treaty), ultimately to institute a 'European public prosecutor' who would bring legal proceedings (Corpus Juris);
