Nonetheless, we are very concerned that there should be a general debate on the future of the Union in all the countries and in the EU, so that the next Intergovernmental Conference can be much better prepared than that which ended in Nice, with much greater openness in the decision-making process and an underlying basis of visionary ideas concerning the future of the EU.

It is therefore absolutely essential that the Council anticipates and accepts what has been decided by the Convention and by the IGC, and therefore that, when the next Commission is constituted, and this is the most important thing in my eyes, the next President is elected by Parliament, thus anticipating what is decided by the Convention and the IGC.

In addition to the mandate contained in the Treaty on European Union (TEU) and the commitments subsequently entered into by the Council and the European Councils, all of which were aimed either at completing the work of Maastricht or at dealing with specific institutional issues raised as a result of the most recent enlargement or preparing adequately for the next one, there are further substantive reasons for holding the 1996 Intergovernmental Conference (IGC 96).

The Committee proposes that, at a first stage, i.e. in conjunction with the forthcoming IGC, the Treaty should take in certain fundamental social and civic rights to reflect the Union's determination to formulate a "Bill of Rights" to act as a guide at the dawn of the 21st Century. Once these proposals have been included in the Treaty, the Committee recommends that work proceed to a second stage, which it regards as being of capital importance for the future of the Union, i.e. putting the finishing touches to the embryonic "Bill of Rights".
