2.1. fait référence au mandat conféré par la Conférence intergouvernementale au Conseil européen de Laeken concernant la concrétisation de la phase préparatoire et de l'objet de la prochaine CIG; demande que les régions et les collectivités territoriales soient associées à ce processus;

Ces demandes n’ont pas été prises en considération dans le cadre de la CIG qui s’est conclue à Nice : le Parlement européen peut s’engager à les soutenir dans la perspective de la prochaine CIG et demander que, dans la pratique, il en soit procédé désormais ainsi.
These requests were not taken into consideration at the IGC which concluded in Nice: the European Parliament can undertake to back them with a view to the next IGC and to request that from now on these procedures should actually be put into practice.
