D. considérant que la Commission compte présenter une communication exposant les principales orientations qui devraient être à la base du prochain cadre financier au plus tard à l'automne 2009 et doit présenter un rapport sur le fonctionnement de l'AII (deuxième phase du processus), et que les propositions relatives au prochain cadre financier pluriannuel (CFP) et au prochain AII seront présentées par la prochaine Commission (troisième phase) au cours de l'année 2010,
D. whereas the Commission intends to present a Communication outlining the main orientations that should design the next financial framework at the latest in Autumn 2009 and should present a report on the functioning of the IIA (step two of the process) while the proposals for the next multiannual financial framework (MFF) and IIA will be made by the next Commission (step three) in the course of 2010,
