6. félicite la commission de consultation constitutionnelle pour son engagement en faveur d'une nouvelle constitution et pour le processus de consultation de l'ensemble de la société civile, lequel a reflété la diversité de la société turque; est préoccupé par les progrès visiblement lents accomplis par la commission jusqu'à présent; encourage la commission à poursuivre ses travaux et à se pencher, de manière ouverte, représentative et collégiale, et dans le respect des critères et des valeurs de l'Union européenne, sur des questions fondamentales comme i) la séparation des pouvoirs et un système approprié d'équilibre des pouvoirs, ii) les relations entre l'État, la société et la religion, iii) un système de gouvernance inclusif garantissant les droits fondamentaux de tous les citoyens et iv) un concept inclusif de la citoyenneté; invite tous les partis politiques et acteurs concernés à s'inscrire dans une démarche constructive lors de la négociation de la nouvelle constitution; est d'avis que la participation de la commission de Venise et le dialogue avec celle-ci aboutirait à des résultats positifs et renforcerait le processus constitutionnel;
6. Commends the Turkish Constitution Conciliation Committee for its commitment to drafting a new Constitution and for the inclusive process of consulting civil society in a manner that reflects the diversity of Turkish society; expresses concern at the apparently slow progress made by the Committee so far; encourages the Committee to continue its work and to tackle – in an inclusive, representative and collegial way, and in line with the criteria and values of the EU – key issues such as (a) ensuring the separation of powers and an adequate system of checks and balances; (b) clarifying relations between the state, society and religion; (c) introducing an inclusive system of governance that secures the human rights and fundamental freedoms of all citizens; and (d) formulating an inclusive concept of citizenship; calls on all political parties, and on the actors concerned, to take a constructive approach in the negotiation of the new Constitution; is of the opinion that the involvement of, and dialogue with, the Venice Commission would produce positive results and support the constitutional process;

Je suis persuadé que des présidents comme Robert Schuman et Paul-Henri Spaak, ou encore Konrad Adenauer auraient signé le traité de Lisbonne, avant tout parce que la ligne de ce traité a été définie sur la base du traité Spinelli, qui a inspiré dans le milieu des années 80 la ligne qui a pris forme dans la Constitution, ayant maintenant pour résultat le traité de Lisbonne, dans un processus constitutionnel ouvert pour l'Union européenne.
I am sure that presidents such as Robert Schuman and Paul-Henri Spaak, or Konrad Adenauer would have signed the Lisbon Treaty, above all because the line that was defined based on the Spinelli Treaty, which in the mid-1980s inspired the line that took shape in the Constitution, has now resulted in the Lisbon Treaty, in an open constitutional process for the European Union.

Welcomes the intention of the new Turkish Government to adopt a new and civilian constitution which will protect fundamental human rights and freedoms; underlines the need to ensure that the new constitution establishes a system of checks and balances guaranteeing the democratic and secular character of the Turkish State; calls on all parties to support an open and consensual constitutional process; recalls in this context its earlier recommendation on the electoral threshold; stresses that constitutional plans should not postpone urgently needed reforms, especially on Article 301 of the Penal Code;

7. Resists proposals to establish core groups of certain Member States while the constitutional process is still in train; deplores any suggestion that coalitions of certain Member States could be formed outside the EU system; points out that forms of enhanced cooperation should promote the achievement of the Union's aims, preserve its interests and reinforce the process of integration, and be open to all the Member States at any time; also stresses that these possible forms of cooperation should not be implemented to the detriment of the efforts being made to arrive at a Constitution for Europe without undue delay;

Lord TOPE (UK-ELDR), Président de la commission des Affaires constitutionnelles et de la Gouvernance européenne, a souligné au nom des quatre groupes politiques (PSE, PPE, ELDR et AE) l'approche positive que le Comité des régions souhaitait préconiser en demandant que "l'on ne perde pas de vue les avancées historiques du processus constitutionnel et notamment sa phase conventionnelle qui avait été ouverte, participative et inclusive, tout en invitant les élus locaux et régionaux à maintenir la pression sur leurs gouvernements afin de préserver les acquis de la Convention".
On behalf of the four political groups (PES, EPP, ELDR and EA), Lord Tope (UK-ELDR), chairman of the Commission for Constitutional Affairs and European Governance, stressed the positive approach advocated by the Committee of the Regions: the historic progress made in the constitutional process - particularly the Convention phase, which was open, participatory and inclusive – should not be lost sight of, and local and regional elected representatives should keep lobbying their governments in order to safeguard the Convention’s acquis.
