II. DECLARATION SOLENNELLE DE FLORENCE RELATIVE AU RENOUVEAU DU PROCESSUS DE SAN JOSE L'Union européenne et les Etats membres du Système d'intégration centraméricaine (SICA) ; - rappelant l'Acte final de la Conférence de Luxembourg des 11 et 12 novembre 1985, qui a institutionnalisé le dialogue politique et économique ; - conscients de leur attachement à des valeurs et à des principes communs, tels que la démocratie représentative, l'Etat de droit et l'ordre constitutionnel, le plein respect des droits universels de l'homme et des libertés fondamentales ; - reconnaissant la contribution significative de la première décennie du Dialogue de San José et de la coopération y afférente au processus de pacification, à la consolidation de la démocratie, au développement social et économique de l'Amérique centrale, ainsi qu'à la revitalisation et au renforcement du processus d'intégration de la région ; - convaincus de la nécessité de consolider ces acquis et d'approfondir leurs relations en adaptant les objectifs et les mécanismes du dialogue, ainsi que le contenu et les modalités de leur coopération, aux nouveaux défis et aux nouvelles priorités ; - soulignant les concordances entre les orientations générales récemment approuvées par le Conseil européen pour la coopération avec l'Amérique latine et les priorités définies par les présidents d'Amérique centrale au sein de l'Alliance pour le développement durable ; ont décidé, à l'occasion de la Douzième Conférence ministérielle qui s'est tenue à Florence le 21 mars 1996, de développer le processus de San José selon les orientations suivantes : Objectifs du processus de San José Les parties ont réaffirmé leur volonté de poursuivre le dialogue politique et économique engagé en 1984 lors de la Conférence de San José.
II. SOLEMN DECLARATION OF FLORENCE ON THE RENEWAL OF THE SAN JOSÉ PROCESS The European Union and the Member Countries of the Central American Integration System (SICA), - recalling the Final Act of the Luxembourg Conference of 11 and 12 November 1985 giving institutional shape to the political and economic dialogue, - aware of their espousal of common values and principles, such as representative democracy, the Rule of Law and constitutionalism and full respect for universal human rights and fundamental freedoms, - recognizing the significant contribution of the San José Dialogue's first decade and ensuing cooperation to the peace process, the consolidation of democracy, social and economic development in Central America and revitalizing and strengthening the integration process in the region, - persuaded that these achievements should be consolidated and that their relations should be deepened by gearing the objectives and mechanisms of the dialogue and also its content and methods of cooperation to the fresh challenges and new priorities facing them, - highlighting the consistency of the General Guidelines recently adopted by the European Council for Cooperation with Latin America and the priorities defined by the Central American Presidents in the Alliance for Sustainable Development, have, on the occasion of the Twelfth Ministerial Conference in Florence on 21 March 1996, decided to strengthen the San José process along the following lines: Objectives of the San José process The Parties have reaffirmed their resolve to continue the political and economic dialogue launched in 1984 at the San José Conference.
