Mr. Speaker, last week, the European Union awarded the Sakharov Prize for Freedom of Thought to Malala Yousafzai, the courageous 16-year-old girl from Pakistan and soon-to-be honorary Canadian citizen, assaulted and still threatened by the Taliban for insisting upon her right to go to school.

I. whereas there is still serious concern about developments in Russia with regard to democracy, human rights, the independence of the judiciary, increased state control of the media, the inability of the police and judicial authorities to find those responsible for the murders of journalists and human rights defenders, the repressive measures taken against the opposition, the selective application of the law by the authorities and the fairness of elections, including the regional and local elections held on 11 October 2009; and whereas on 16 December 2009 the Sakharov Prize will be awarded to the organisation Memorial and other human rights defenders in Russia,
