Definition: Voluntary, repetitive, stereotyped, nonfunctional (and often rhythmic) movements that do not form part of any recognized psychiatric or neurological condition. When such movements occur as symptoms of some other disorder, only the overall disorder should be recorded. The movements that are of a non self-injurious variety include: body-rocking, head-rocking, hair-plucking, hair-twisting, finger-flicking mannerisms, and hand-flapping. Stereotyped self-injurious behaviour includes repetitive head-banging, face-slapping, eye-poking, and biting of hands, lips or other body parts. All the stereotyped movement disorders occur most frequently in association with mental retardation (when this is the case, both should be recorded). 4 bis. Les projets concernant au moins un État membre rencontrant ou risquant de rencontrer de graves difficultés quant à sa stabilité financière et/ou qui a demandé une aide financière ou en bénéficie déjà, conformément au règlement (UE) n° ./2012, se voient octroyer la priorité première lorsque les projets d'intérêt commun sont classés.
4a. Projects involving at least one Member State experiencing or threatened with serious difficulties with respect to their financial stability and/or that have requested or are in receipt of financial assistance under Regulation (EU) No ./2012 shall be awarded top priority status when projects of common interest are ranked.

Welcomes that Council and Commission have introduced human rights, democracy, the rule of law and good governance concerns with specific benchmarks in all National Action Plans drawn up in the framework of the European Neighbourhood Policy (ENP); accepts that the strength of the Action Plans is that they constitute a binding commitment and that this also represent their weakness, because they must be negotiated with the partner country; urges the Council therefore to hold such countries to their commitments and to consider measures to be taken in the event that they do not fulfil them within an agreed timeline; draws specific attention to the weakness of human rights engagements in this respect with Morocco and the Western Sahara, Tunisia, Syria, Israel and the Palestinian Authority, Algeria and Egypt, the Action Plans of the latter two countries still being under negotiation, looks forward to examining the reports on the first year of implementation of the first seven action plans and the priorities for the ENP set for 2006; calls, in this spirit, on the setting up of sub-committees on Human rights dealing with among others individual cases so as to further improve the human rights dialogue with all partner countries;

Si je me fais très critique, ce n'est pas au premier chef à votre adresse, Madame Schreyer, car vous n'êtes pas celle qui a dû en répondre ces dernières semaines. Mais lorsque nous autres, parlementaires, élaborons un budget en fin d'année, à savoir en automne, nous partons du principe que nous établissons des priorités dans le cadre de ce budget et que ces priorités sont également celles qui seront effectivement d'application dans le courant de la procédure budgétaire, qu'elles prendront effet, et que ce que nous estimons important fera effectivement l'objet d'une mise en œuvre politique.
If what I am about to say has a ring of criticism about it, then it is not directed primarily at you Mrs Schreyer, for you are not the one who has had to take responsibility for this over the past few weeks, but when we as a Parliament draw up a budget at the end of a year, i.e. in the autumn, then we take for granted the fact that we are setting priorities in this budget and that these priorities are also the ones that will actually be applied in the course of the budgetary procedure and will be put into practice. Put another way, we assume that the things we consider to be important will actually be implemented in the form of policies.
