Considera ainda imprescindível que, no quadro dos planos de desenvolvimento rural, seja dada prioridade às acções tendentes a combater os problemas estruturais do mundo rural (declínio demográfico, abandono de terras, defesa do solo rústico face à urbanização intensiva, processos de desflorestação, fragmentação excessiva da propriedade florestal, entre outros) que, a não serem contidos, aumentam as possibilidades de risco no futuro;
12. Deems it essential, furthermore, that within the framework of the rural development plans, priority should be given to actions tending to combat the structural problems of the rural environment (population loss, abandonment of farmland, the protection of the countryside from intensive building, deforestation, and the excessive fragmentation of woodland ownership, inter alia) which, if they are not held in check, will increase future levels of potential risk;
