Après avoir examiné les trois rapports qui nous sont présentés aujourd’hui, le rapport annuel 2007 sur les principaux aspects et les choix fondamentaux de la PESC, le rapport sur la stratégie européenne de sécurité et la PESD et celui consacré au rôle de l’OTAN dans l’architecture de sécurité de l’UE, je pense que nous pouvons tirer trois conclusions:
After examining the three reports today: the 2007 Annual report on the main aspects and basic choices of the CFSP, the European Security Strategy and ESDP and the role of NATO in the security architecture of the EU, I believe that we can come to three conclusions:

2. demande dès lors à sa commission juridique d'examiner l'opportunité de saisir la Cour de justice au sujet de la pratique du Conseil consistant à se contenter d'informer le Parlement en présentant un relevé des activités PESC menées l'année précédente au lieu de réellement consulter le Parlement au début de l'année sur les principaux aspects et les choix fondamentaux à faire pour l'année et d'indiquer par la suite au Parlement si et, dans l'affirmative, comment, il a été tenu compte de sa contribution, comme le prévoient l'article 21 du traité sur l'Union européenne et l'accord interinstitutionnel du 6 mai 1999;
2. Therefore asks its Committee on Legal Affairs to examine the appropriateness of referring to the European Court of Justice the Council's practice of merely informing Parliament and submitting a descriptive list of CFSP activities carried out in the previous year, instead of really consulting Parliament at the beginning of each year on the main aspects and basic choices to be made for that year and subsequently reporting to Parliament whether – and, if so, how – Parliament's contribution has been taken into account as provided for in Article 21 of the EU Treaty and in the Interinstitutional Agreement of 6 May 1999;
