Je voudrais vous remercier, Monsieur Van Rompuy, d’avoir, avec les chefs d’État et de gouvernement, remis dans le document de la Commission européenne une malencontreuse omission, puisqu’il ne parlait pas d’agriculture, et vous avez eu raison de rajouter une des principales politiques historiques de l’Union européenne qu’est l’agriculture, utile au bien-être des peuples européens.
I should like to thank you, Mr Van Rompuy, for having corrected, together with the Heads of State or Government, an unfortunate omission in the European Commission document, since the latter did not mention agriculture, and you were right to add one of the European Union’s main historic policies, namely agriculture, which is a factor in the well-being of the European people.

The Committee was told in the Hague that the Netherlands selects countries according to levels of poverty, the quality and soundness of that country’s governance and policies (measured according to specific governance criteria), the historic relationship of the country with the Netherlands (including political considerations), the country’s need for aid, and the potential for value-added by Dutch development assistance.[86] The Committee was told that the United Kingdom selects countries primarily based of levels of poverty and the quality of the policies and governance of the recipient country.[87] In doing so, the Department for International Development asks: is this country over or under-aided by the rest of the world?

Therefore, the government committed in the election platform that it would undertake inter alia the following: first, to ensure that the policies of key cultural institutions suggest as Telefilm, the Canadian Broadcasting Corporation and the Canadian television fund are fully aligned with the objective of providing more successful Canadian programming of all genres; second, to make investments to better protect Canada's heritage sites and National Archives; and third, to provide, through the Canada Council, increased support for Canada's major arts organizations to more effectively enable the latter to export Canadian cultural excellence.

The second is cohesion and obtaining globalisation opportunities to strengthen the social fabric and modernise the economic fabric of the Union. The third relates to external policy and the common European security and defence policy. On this third point we had the opportunity yesterday to debate the proposals with the Presidency and in particular the issues which will be on the agenda at Feira. However, I cannot resist expressing our delight not only at the concrete steps taken in this area in terms of defence and security but also at the political visibility which this Presidency has had in cooperation with the Secretary-General of the Council and the Commission. It has achieved this by contributing to the resolution of regional conflicts and particularly by ensuring that there is not just one regional conflict mediator available in the world, namely the United States of America, but that Europe can also assume what is one of its main historic vocations and one of the decisive factors in the European project.

On the other hand, although paragraphs 9, 10, 12 and 17 expressly refer to infringements of these values by Turkey on numerous occasions, especially by the Turkish occupying army in Cyprus, which Turkey is called on to withdraw, the fact remains that it would have been preferable to roundly condemn Turkey's present and past responsibility for problems caused by its intransigence and the resultant impasse on the Cyprus question – where, it should be noted, there are clear signs of Turkey's intention to provoke a new heated crisis –, its failure to abide by international conventions with its expansionist policy towards Greece, its concealment of the historical truth of the Armenian genocide and its disregard for the fundamental minority rights of the Kurds.
