Calls on the Commission to issue guidance on the definition of marginalised communities, specifying a set of attributes and characteristics of marginalised groups, taking into account the specific situation, challenges and needs of each potential target group with the aim of promoting their socio-economic inclusion, and involving representatives of those communities; emphasises that such guidance would further increase the effectiveness of cohesion policy in strengthening economic, social and territorial cohesion throughout the European Union;

(3) Il convient , à la lumière de l'objectif poursuivi par le règlement (CE) n° 1007/2009, de subordonner la mise sur le marché de l'Union des produits dérivés du phoque provenant des chasses pratiquées par les communautés inuites et d'autres communautés indigènes à la condition que ces chasses soient pratiquées dans le respect du bien-être animal , suivant des modalités propres à réduire dans toute la mesure du possible la douleur, la détresse, la peur et les autres formes de souffrance des animaux faisant l'objet de ces chasses, tout en prenant en considération le mode de vie des communautés inuites et des autres communautés indigènes ainsi que le fait que ces chasses sont pratiquées à des fins de subsistance .
(3) In the light of the objective pursued by Regulation (EC) No 1007/2009, the placing on the Union market of seal products resulting from hunts conducted by Inuit and other indigenous communities should be made conditional upon those hunts being conducted with due regard to animal welfare in a manner which reduces pain, distress, fear or other forms of suffering experienced by the animals hunted to the extent possible, while taking into consideration the way of life of the Inuit and other indigenous communities and the subsistence purpose of the hunt.

COMMUNITY EXTERNAL SHIPPING RELATIONS - COUNCIL CONCLUSIONS "THE COUNCIL OF THE EUROPEAN UNION, CONSIDERING the exchange of views it held on the European Community's external relations in the field of maritime transport; CONSIDERING the importance of maritime transport in economic and trade relations between the European Community and third countries; REQUESTS the Commission to provide the Council as soon as possible with a communication on maritime relations with third countries, including the general guidelines it suggests in this area, and on priority actions to be undertaken, including in international fora; the Council records its intention to hold detailed discussions on the basis of such communication as soon as it receives it; REQUESTS the Commission to submit to the Council as soon as possible a report on the Community action it proposes with regard to external relations with the countries of Western and Central Africa on maritime matters, taking into account the measures already taken, in particular the fact-finding mission entrusted to it by the Council at its meeting on 29 and 30 November 1993, and recent developments in this sector; EMPHASIZES the importance for the maritime policy of the Community and its Member States of the discussions in the Negotiating Group on Maritime Transport Services (NGMTS) currently taking place in the World Trade Organization (WTO), and the need to ensure consistency between these negotiations and Community policy guidelines in this sector in accordance with the principle of free and fair competition".
