Pursuant to Order made Thursday, February 6, 2003, the House resumed consideration of the motion of Mr. Reynolds (West Vancouver—Sunshine Coast) , seconded by Mr. Lanctôt (Châteauguay) , — That, the first sitting day following a decision by the government to involve Canada in any military action to disarm Saddam Hussein, a motion, “That this House concur in the decision by the government regarding Canada's involvement in military action to disarm Saddam Hussein”, shall be deemed moved and seconded at the call of Government Orders and that any dilatory or other motion, including motions during Routine Proceedings, with the exception of requests for unanimous consent, shall not be receivable by the Chair; and that, in relation to the motion to concur in the decision by the government, at fifteen minutes before the expiry of the time provided for government business on that day, any proceedings before the House shall be interrupted, if required for the purpose of this Order, and in turn every question necessary for the disposal of said motion shall be put forthwith and successively without further debate or amendment”.

Alors, comme je serai fort probablement le dernier intervenant dans cette Chambre sur cette motion, je voudrais, et vous me le permettrez sûrement, d'abord féliciter de nouveau mon collègue de Québec-Est, le critique de l'opposition officielle en agriculture, d'avoir mis devant cette Chambre cette motion qui, comme l'a souligné il y a quelques instants le député de Kamouraska-Témiscouata, est la première motion portant sur l'agriculture depuis les débuts des travaux de la Chambre des communes, de la 35e législature (1730) Nous avons raison d'être fiers, nous de l'opposition officielle, d'avoir été les premiers à mettre sur le plancher de la Chambre le dossier de l'agriculture et à démontrer à l'ensemble de la population du Québec, et particulièrement aux agriculteurs et agricultrices du Québec, que nous sommes, nous du Bloc, ici à la Chambre des communes, pour prendre les intérêts des Québécois dans tous les domaines et en particulier dans le domaine de l'agriculture.
[Translation] Mr. Maurice Bernier (Mégantic-Compton-Stanstead): Mr. Speaker, I understand that the debate should normally end around 5.40 p.m. Consequently, since I will in all likelihood be the last speaker on this motion, I would like to first congratulate again the hon. member for Québec-Est, who is the Official Opposition critic on agriculture, for tabling a motion which, as pointed out a few moments ago by the hon. member for Kamouraska-Témiscouata, is the first one on agriculture since the opening of the 35th Parliament (1730) We, members of the Official Opposition, are justifiably proud to be the first ones to table such a motion and to show to all Quebecers, and farmers in particular, that we are here to protect their interests in every field and especially in the agricultural sector. Today, members from the Bloc have spoken brilliantly and eloquently on the issue, and they have clearly demonstrated the nonchalance of the Liberal government regarding the agricultural sector since it took office.

Herb Gray (Leader of the Government in the House of Commons and Solicitor General of Canada, Lib) moved: That, in order to facilitate the conduct of the business of the House in the Second Session of the Thirty- fifth Parliament, this House order as follows: That, during the first thirty sitting days of the Second Session of the Thirty-fifth Parliament, whenever a Minister of the Crown, when proposing a motion for first reading of a bill states that the said bill is in the same form as a Government bill was at the time of prorogation of the First Session, and, whenever any Private Member, when proposing a motion for first reading of a public bill states that the said bill is in the same form as a private member's public bill that he or she introduced in the First Session, if the Speaker is satisfied that the said bill is in the same form as at prorogation, the said bill shall be deemed to have been considered and approved at all stages completed at the time of prorogation and shall stand, if necessary, on the Order Paper, or, as the case may be, referred to committee, at the same stage and under the same legislative procedural process at which it stood at the time of prorogation; Provided that any evidence adduced by any committee with regard to any bill in the First Session of the Thirty-fifth Parliament that is affected by this Order shall be deemed to have been laid upon the Table, and, as the case may be, referred to the appropriate committee; Provided that, if this Order is applied to any bill, the consideration of which had been completed in the House of Commons, but which was before the Senate at the time of prorogation, the said bill shall be deemed to have been introduced, completed at all stages and passed by the House of Commons in the present session; and That, for the remainder of the calendar year 1996, Standing Order 81 shall be amended as follows: 1.
