Une première manifestation parallèle sera organisée en marge de la première commission (soixante-cinquième session de l’Assemblée générale des Nations unies), en octobre 2010, pour sensibiliser davantage les parties prenantes au projet réunies à New York et débattre de certains éléments concrets importants concernant le processus d’élaboration du TCA.
A first side event will be organised in the margins of the 1st Committee (65th session of the UN General Assembly) in October 2010 to increase awareness of stakeholders gathered in New York about the project and to discuss some concrete substantial elements relevant to the ATT process.

2. The reports by the Commission to the European Parliament and to the Council referred to in Article 7b(7), Article 7c(2), Article 7c(9), Article 7d(4) and (5) and the first subparagraph of Article 7d(6), as well as the reports and information submitted pursuant to in the first and fifth subparagraphs of Article 7c(3) and Article 7d(2), shall be prepared and transmitted for the purposes of both Directive 2009/28/EC and this Directive.

2. À cet effet, le Conseil, agissant sur proposition de la Commission et après avis de l'Assemblée, statue à la majorité qualifiée dans l'exercice des pouvoirs visés au paragraphe 1 premier, quatrième et cinquième tirets et à l'unanimité dans l'exercice des pouvoirs visés au paragraphe 1 deuxième et troisième tirets.
2. To this end, on a proposal from the Commission and after obtaining the opinion of the European Parliament, the Council shall act by a qualified majority when exercising the powers referred to in the third and fourth indents of paragraph 1 and unanimously when exercising the powers referred to in the first and second indents of paragraph 1.
