It would also be a pity because the Commission is anxious to see a decision on where the European Environment Agency and the European Training Centre are to be located. The first of these bodies, the European Environment Agency, will be redundant unless we can set it up within the next or three years, and we need expertise to give a boost to our thinking about the relationship between man and nature. The second, the European Training Centre, is a vitally important amenity in terms of the help we mean to give the countries of Central and Eastern Europe.
